Subject: Request for Review G.L. c. 31, s.22 
On October 25, 2018 I participated in a make-up Sole Assessment Center Examination for
promotion to Sergeant for the Town of Winthrop. The original Sole Assessment Center
Examination was conducted on April 3, 2018. As part of an arbitration award, I was able to
participate in the make-up examination as a result of being reinstated after I was unlawfully
terminated in 2015. Additionally, I was unable to participate in a traditional Civil Service
Promotional examination for Sergeant which was held in the Fall of 2015 due to being
unlawfully terminated of which 2 officers were promoted from. I am requesting the the
following review of my scoring and eligible points: 
1. Review of marking of my written answers to essay/in-basket answers; 
2. Review of my written answers to the 100 multiple-choice questions of the Sole Assessment
Center Examination; 
3. Request for appropriate credit for my education, training or experience pursuant to G.L. c. 31,
s.10; 
4. Request for Review of the eligibility of all the candidates that became part of the original
eligibility list created after the April 3, 2018 examination dated May 2, 2018 listed by Ryan
Strategies Group, LLC according to G.L. c. 31, s. 10; and 
5. Review the scoring of the assessors of all the applicants of both examinations.
