Subject: Water: National Pollutant Discharge Elimination System (NPDES) 
Please reconsider the Deer Island permit which does not include the independent scie test
monitoring network currently required in the existing permit. The proposed self-monitoring model
which I believe is proposed for the next permit leaves huge risk for abuse, intentional or otherwise.
The water quality improvement cannot be taken for granted or considered static; please continue
the role and inclusion of Outfall Monitoring Science Advisory Panel (OMSAP) to the benefit of the
commonwealth and the greater Massachusetts Bay area.
