Public Comment of the CBD /water districs

Winthrop) Discusses Ingleside Park is protected by Article 97

Referes to several articles in reference to Ingleside Park, Article 97

Refers to his own investigation on this particular land and the involvement of Article 97 that should
entail Ask Rules & Ordinance and Economic Development to take all this information into respect.

TOWN MANAGER REPORT

1-MMA Annual conference...spoke about climate resiliency...new products and different people that want to
work with municipalities

2-MAPC- Regionalizing of Climate and Conservation Committee-will present Town Council with

more information as it progresses

This regionalizing will clear committees questions and help his office with concerns of Conservation, it will
get done, working together with other communities on a path that Winthrop can fund. Including climate and
energy

Regional efforts always look into?

The State no longer funding municipal dispatch centers, money going to regional centers, California has

27 dispatch units, Massachusetts has 200, this is not necessarily the correct way of doing.

Councilor Ferrino refers to the MMA and a couple of North shore communities including tech tech
support and consolidating police.

Have open mind as money tight and not have to do services that shouldn't be piggy backed

Town Manager is aware of budgeting

Not much difference with Revere & Chelsea...costs allows each community to work on what works best
for them and split costs.

Ferry can be included in procurements; Town Manager understand, demands but not enough staff... the
potential to pool with other communities, makes it better to team up and help ourselves financially.

SCHOOL DEPARTMENT UPDATE

Council President Boncore attended first School Committee meeting as Town Council

President Teachers 3 yr. Contract has been ratified...over 6% under 2.5 that we can raise

Everyone involved with negotiations did great job

Unveiling of stem lab at middle school.Jet Blue donated all materials to the WMS..science tech, math lab &
engineering

Boston Celtics attended the school having some fun with students...

SBAC & MFC committees will be meeting to finish the projects...SBAC punch list from Superintendant of

what is needed now with school being open for a time. MFC - Final stages looking for opening hopefully
by April 2020

OLD BUSINESS

Town Manager define Middle School Boundaries

Councilor Ferrino does not see the need for boundaries...feels this a mute motion that does not have to
be done

Middle school is middle school rest is parkland...
He would like to investigate a little further and put off for a couple of meeting....

Town Manager states when RFI came back previously, the boundaries were not clearly defined, he can use

this resolution and continue working on...
Resolution non-binding...no funding, just the elected body asking another body to review.

TOWN COUNCIL MEETING FEBRUARY 4, 2020 PAGE 2

Councilor DeMarco reiterates this is just a recommendation

Councilor Christopher notes the of this resolution, just asking boundaries....

guidelines must be followed...we need to to continue discussion, right now all options on table. We
want more than less...

Important do something now.

Councilor Ferrino- Point of Order.....why do we need language in resolution when Town Manager can
set the boundaries?

Boundaries have already been set and deeded, plot, registry of deeds..etc...

Town Manager replies, boundaries with this property are not clearly designed and now since not
included in CBD, we need to look at specific boundaries as we cannot spot zone.

Councilor Ferrino asks if the 2 legal opinions we received were incidental?
Town Manager replies, they were not, but there is more ind depth of this zoning

We must go back to square one and begin process once it was not voted on in November of 2019 to be
added to the CBD it is now essentially a different zoning

Councilor asks Town Manager if his opinion is that we need this resolution?

Town Manager replies yes, give some direction and language...Ultimately this committee wants to
work on and needs Town Manager office to work with

Councilor DeMarco states since nonbinding....and do not have property defined, this resolution is
beneficial, Town Manager states it is the intent of the Sub Committee TM

puts on record, intent of sub committee

Councilor Ruggiero believes questions on this property will be resolved with resolution

Town Manager requests any help with committees would be helpful

research comparing Swampscott, wants Conservation involved....it includes a park

TOWN COUNCIL MEETING FEBRUARY 4, 2020 PAGE 4

Councilor DeMarco comment on access road....his daughter is there and he lives of Revere St.,,,it comes into
mind what if there was ever and emergency, it would be a disaster...there are oppourtunites for a road.....there
are options...thinks it’s very important not neccessarily as a 2nd aaccess but for an emergency if needed.
