PUBLIC HEARING
Public Hearing Open-
FY21 Budget
Wendy Millar Page (P2)-Regarding the budget, she is asking for additional funding for the Board of Health.
Vice President Letterie reports that the Finance Commission/Committee along with the Town Manager and
Assistant Town Manager/CFO have been working very hard. A reduced anticipated revenue due to state aid has
caused the Finance Commission a slight delay in their recommendations for the budget.
Also responds that the commission is very aware of the needed funding of the Board of Health.
Town Manager Faison replies that himself and Assistant Town Manager Anna Freedman have reviewed the
budget and will be posting items online for public viewing. Not proposing layoffs, staff reductions, protecting in
house positions and wants to be ready when we will be opening our offices.
Cares Act funding can be used for the Board of Health. Need to retrofit buildings to be able to work appropriately
in their offices. Maybe exploring furloughs, but this is still in review. Working as hard as possible to use funds as
appropriately as possible.
Vice President Letterie, there are restrictions on Cares Act funding, and it cannot be used for the budget.
Finance Commission will have their recommendation for our June 16, 2020 Town Council Meeting.
Motion by Vice President Letterie to continue the FY21 Budget Public Hearing until our next Town Council
Meeting.

PUBLIC COMMENT
Sarko Gergerian-Asks the Town Council to vote no on request made by Lt. Dalrymple. His request is asking
that everyone in the civil service police dept. play by the rules. There are rules that we have faith in, his ask is
simple, moral ethical and legal and takes other into consideration. Please keep all officers in mind. If this is
allowed, the police officers faith will be crushed. Please vote no. If you do what is right, it will be right in the end.
Feels very strongly about.
Dawn Manning-Wants to speak about the motion on the parking stickers for the point residents
All day people are coming in from early morning to late at evening, there is no social distancing , no mask
wearing, groups that do not seem like family just friends that are not abiding by the social distancing. There is
nowhere to park and no resident stickers, expired inspection stickers and why is Speed limit 25mph? Does not
remember any notification on this speed. Residents in dire need, totally overloaded and need help.
Council President agrees that people must still distance and do the correct thing to continue the social distancing.
Groups are no more than 10, 12’ apart from any other group and if not in water, wear a mask. Talk to the young,
they are not abiding by these rules, it is up to the adults to talk to them and teach them. Protect people.
Bonnie Houghton-P3-Influx of people allow no parking, no regards how they park, block driveways, must sit and
wait for a space to open. Most have no driveways and streets are limited in width and size. People do not realize
streets are dead ends. No masks, no distancing, it is just too much. Increase of people not cleaning up after dogs.
Feels unsafe because of amount of people and speeding cars.
TOWN COUNCIL MEETING MINUTES OF JUNE 2, 2020 PAGE 2
William Rice-P3-Echoing a lot of concerns as Dawn Manning, Point Shirley is inundated with out of town
visitors. None are residents, all of town. Dramatic increase due to closing of revere beach and parking at deer
island. They have no regard of the limited parking the pt. has. They will take any spots available. Have not seen
any enforcement as far as parking or visitor influx. Would think with Covid, the enforcement should be increased,
no masks or social distancing. Please take serious action to alleviate these problems.
Rosemary Fabiano Attarvient-Sympathize with Pt. Shirley, 2 requests that 1 more handicap can be added to
parking in front of Yirrell. Is there any way you can have a resident sticker and park on ocean side, and have it
enforced?
Nancy Dalrymple-Regarding the motions seeking approval to authorize continue of employment after 65 years of
age. She has sent a lot of information for Town Council review. This is not a request that is new, 6 Town Council
members unanimously approved Paul Flanagan, Robert Crawford, it has been done numerous times. This has
nothing to do with civil service or Unions. She is same group as Paul Flanagan, ruled by Chapter 32, Pension and
Retirement. Please treat me the same as you treated Paul Flanagan, believes this is an ethical and moral issue.
She should not be treated any differently because of who she is, being a woman, her staying on would not hurt
new hires. Opening that can still be filled. In terms of upward mobility to be promoted. She too had these
aspirations and they did not come her way, there is no guarantee for any promotions. If she is allowed, it is not
going to explode the police dept. she is ready and able and thanks you for her request.
Jessica Apel P3-Would it be possible by portion of Shirley St. by church become a one way, could the town
consider this. Heard that MWRA stop sign on Shirley St. and Tafts Ave is very unsafe, MWRA was going to
extend, is this true.
Town Manager-Still engineering this intersection.

COMMITTEE REPORTS
Finance Committee: Vice President Letterie reports:
Town Council transfer $17,325 from Free Cash to FY20 Risk Advisor Services
Voted 2-1 with positive recommendation, Vice President Letterie voted against as he has asked not to give a
motion that the contract has already been signed. He believed this is something that he thought we could do on
our own.
Town Council transfer $15,000 for remainder of FY20 for Pest Control
Passed with a positive recommendation PR but amended up to $18,000. This will get us to the end of year. We
have had increased activity and therefor increased activity in rodents.

obtaining and obtaining a Cert of Occupancy. Refurbished tennis courts. Safer, cleaner more friendly to walk
Maintenance shed at golf course. It was taken down by the town and now in the process of replacing it. In same
vicinity of Veterans Rd side of Miller Field, do a dog park. If for no other reason, wants to do for Councilor
McDuffee who worked so hard for this dog park.
Council President Boncore states today they were pouring to test the ground for the dog park. It has been in the
making for many years.

Joint-Rules & Ordinance / Board of License: Councilor Christopher
Reports on the Outside seating. Focus on the outdoor dining in Winthrop. Reviewed other communities and
crafted an Ordinance that would fit our community. This was before Governor came out with Executive Order
and the ordinance is not necessary. Good discussions with what process will look like in the future and hopefully
will be taken into consideration with Council President Boncore final decision on the Outside seating.
Town Manager Report: Town Manager Faison
He feels it is necessary to discuss what is happening in the country right now.
We must have a base level of respect for all, regardless of their background.
Public Health Director Meredith Hurley-Trending down with cases...EOC is closing but still available for any
questions, preparing for Phase II Getting ready for PhaselII
Chief Delehanty comments on there are very different backgrounds and thanks the WPD for the work they have
done but understand some of the protests going on. Had to deploy WPD toa neighboring city and looked more
like a war zone. Some people need to be removed that do not want to protest peacefully and lawfully.
Council President Boncore thanks people of Winthrop, small but peaceful demonstration on the bridge and WPD
helped with mutual assistance.
Town Manager Faison reports on runway 27 at Logan Airport, going to be barge and boring 7am-7pm, will last
3-4 weeks. 9 borings for safety rehab. Covered under the Boston Conservation Commission, there will be
community meetings. Information will be available on website.

Motion by Town Manager Faison that the Town Council of the Town of Winthrop hereby authorizes the
filing of a petition with the General Court for special legislation authorizing the Town to continue the
employment of Winthrop Police Officer Lt. Nancy Dalrymple past the mandatory retirement age of 65 as set
forth below; provided, however, that the General Court may make clerical or editorial changes of form
only to the proposed special act, unless the Town Council approves amendments prior to enactment by
the General Court and to authorize the Town Council to approve amendments which shall be within the
scope of the general public objectives of this petition:
AN ACT AUTHORIZING THE TOWN OF WINTHROP TO CONTINUE THE EMPLOYMENT OF
WINTHROP POLICE OFFICER LT. NANCY DALRYMPLE
SECTION 1.Notwithstanding any general or special law to the contrary, Winthrop Police Officer Lt. Nancy
Dalrymple of the Town of Winthrop, may continue to serve in that position until June 30, 2023, the date
of her retirement or the date she is relieved of her duties by the Town Manager of the Town of Winthrop,
whichever occurs first; provided, however, that she is mentally and physically capable of performing the
duties of this office. The town manager may, at the expense of the town, require that Lt. Nancy
Dalrymple may be examined by an impartial physician on or about her 65" birthday and each year
hereafter on or about her birthday to determine such capability. No further deductions shall be made
from regular compensation of Lt. Nancy Dalrymple pursuant to Chapter 32 of the Massachusetts
General Laws for service subsequent retirement allowance equal to the allowance that she would have
been entitled had she retired on that date. Lt. Nancy Dalrymple will continue to be a Member in Service
under Chapter 32, Section 1, for purposes of eligibility for benefits under Chapter 32, sections 7, 9 or
100 during any period after her 65" birthday while servicing as Lt. in the Winthrop Police Department
SECTION 2. This act shall take effect upon its passage.
2" by Councilor Flockhart
Discussion:
Councilor Flockhart asks what happens if the legislators are not in session by the time her retirement age is
reached?
Town Manager Faison it would be sent up to them accordingly, the Speakers Office is aware of this and if it is
voted for, it will be sent to them.
Councilor Flockhart asks if assumption it will be brought up.
Town Manager Faison there are no assumptions, it will be dealt with immediately after vote.
Vice President Letterie speaks out of respect for Lt. Dalrymple as for all employees of the Town of Winthrop
and takes this request extremely seriously but what he looks at is the potential of a severe negative impact to the
police department. He thinks every public employee has a special purpose and has special attributes to help them
do their job as best they can. He is looking at if this employee retires would there be a significant negative impact
to that department, and he feels there would not be. He will be voting no.
Sere
Councilor DeMarco shares Vice President Letterie remarks and this is not any easy vote, but does believe there
is a difference between the Chief of the Fire Dept. to a Lt. of the Police Department and must look on a case by
case basis and has to look at the impact of the retiree. He will be voting no.

MOTION
Submitted By: Councilor DeMarco Date: 6-2-20
TEXT OF MOTION
MOTION: That the Town Council vote for a pilot program to require resident parking stickers down the
point from the opening of the Town Landing from June 19, 2020 through Sept. 7, 2020. This motion
would require anyone parking a vehicle down the point to either display a Winthrop residential parking
Pass or a Visitor’s pass regardless of the time of day.
This program addresses several issues:
First the parking around Yirrell Beach - as many point residents say that parking is extremely limited. It
would also address the residual parking from Deer Island that spills on to Tafts Ave. Finally, and most
importantly, with COVID 19 cases continuing to decrease in the town, it will limit the amount of visitors,
during this pandemic. It follows the model of the town wide curfew from limiting our options to social
distance.
”
Being a pilot program, this would expire on September 7, 2020 and community feedback will determine
whether this program should be put in place on a more permanent basis.
