GENERAL INFORMATION & RECOMMENDATIONS
President Boncore discusses the 4" of July and the people on Yirrell Beach not social distancing and reminds all
we are still in a pandemic and face masks should be worn. Since May 28" we have had 20 new cases. Also, on
the 4" of July, there were several fireworks that were done, and this is illegal in our town.
Town Manager Faison discusses a couple of items ...still ina public health emergency, there are troubling
numbers on other states that are opening, and this is happening in Winthrop. We are not ina position that we can
open the Library or DeLeo Senior Center. The buildings are not built out to being entirely safe and there is
limited staff. We are still months away from increasing staffing inside buildings. Discussions with unions and
have determined that furloughs will be discussed. These buildings are not closing on any permanently basis, this
is temporary. Not sure of date they will be opened but we hope it is sooner than later. We have ability to recall
staff when needed and when safety ready. Tried to respond to every email on these topics and apologizes if any
were missed.

PUBLIC COMMENT
Karin Chavis (P2)-Discusses the Ferry and how many passengers used it? Comments that masks should be used
inside and outside, and the Captain is responsible to enforce this. Also, the cleaning of the Ferry.
Town Manager Faison will get this information and report.
Katrina Donovan-Feels that if restaurants open why isn’t the library open? There is work that needs to be done
and there is no way this work can be done with the current staff. Asking for a plan on the re-opening.
Rich Allen- President of the Winthrop Staff Association, presents a petition about the Library closing and
discusses the meetings of the furloughs. Union meeting information should not be discussed in public.
Discusses that other matters could be addressed for the workers that have been furloughed.
Mikayla (P5)-Received excellent correspondence from the Town Manager and discusses the library and it’s
closing, requests this to be re-considered as other libraries are offering more services than Winthrop. Requests our
Town Manager to review this.
Donna Segretti Reilly-Discusses the need for a Human Rights Committee and supports our town to form a
committee.
President Boncore reiterates that this committee will be sent for review to the Rules & Ordinance.
Suzanne Leonard-Thanks all for acknowledging her emails. Discusses the opening of the Library and certain
things can be open as with neighboring towns. Supports a Human Rights Committee
Susan Martucci-Discusses the library and get behind all that supporters.
Steve Dalton-Requests to ask a question. Since Library is not a revenue source for the town how is affordability
effecting the library opening?
Town Manager Faison replies as to budget meetings and decreased revenues in local receipts and other revenue
lines that are going to be impacted in FY21 have affected all funding.
Town Manager reiterates that he has emailed Mr. Dalton with answers to his questions.
Julia Wallerce-Echo all that have commented about the Library and thanks Town Manager Faison for addressing
as best as he can. Very happy about the Human Rights Committee will soon have appointees.
Robert Carroll-Comments on list of libraries that are open and provide curbside. Asks that this can also be done
for the Winthrop Library very soon. There are people that need this library and books to help them through this
time in our lives.
Minal Kahn-Comments that she is a minority of the town and supports her rights for the Human Rights
Commission.
