WINTHROP BOARD of HEALTH
EMERGENCY MEETING
SEPTEMBER 8, 2020 4:00 PM
REMOTE PARTICIPATION (A. Weins, Host)
MINUTES
Present:
BOARD MEMBERS: Bill Schmidt, Chair; Astrid Weins, Vice Chair; Susan Maguire, Member.
CALL TO ORDER: Chairman Schmidt called the Board of Health meeting to order at 4:09 p.m.
Due to technical difficulties because of incorrect Zoom information provided by the Town, A. Weins created another account and meeting commenced. S. Maguire inquired if this approach satisfied Open Meeting Law and Chair Schmidt advised that given Governor Baker’s modifications due to the COVID-19 pandemic, the meeting could proceed.
PUBLIC COMMENT: None
PURPOSE of MEETING: S. Maguire explained the need for calling an emergency meeting. To mitigate the spread of Covid-19, per the Board’s directive, the Town will be posting signage at parks, playgrounds, and athletic courts, mandating that masks (face coverings) be worn. However, the Board has not issued an Order requiring such a mandate. For enforcement reasons, it is recommended that the Board pass such a mandate.
DISCUSSION:
Board members agreed that an emergency order was indicated. Chair Schmidt motioned that an Order be drafted, seconded by A. Weins. The Order will require all members of the public over the age of five (5) while in the following public places - any park, playground, athletic court or field, and the like, must wear a cloth face covering, such as a fabric mask, scarf or bandana, over his or her nose and mouth. Chair Schmidt took a vote on the Order. All members voted aye, vote unanimous.

NEXT STEPS:
Chair Schmidt will draft the Emergency Order for review by Board members and once finalized will forward to Town Council President Boncore before this evening’s Town Council meeting.
ADJOURNMENT: S. Maguire motioned to adjourn at 4:50 pm, seconded by A. Weins, approved unanimously.
Respectfully submitted,
Susan Maguire
