WINTHROP PLANNING BOARD MINUTE MEETINGS 
May 17, 2021

Public Hearing: Subdivision 40R Banks Street, continued. 
Meeting Continued at the request of the applicant. 
Planning Board expects to see an amended plan, updated documentation, site plan review prior to our next meeting in
June. 
Motion to continue to the next WPB mtg at the applicant’s request made by Steve Koutalakis, Seconded by Honor
Merceret.

Proctor and Dimento (not present). 
Motion Passes with 5 votes. 
Use Table and Definitions: 
Chair Carroll – given the amount of time we have as a volunteer Board, I think help from MAPC is necessary to complete
this tasks of this scale and complexity. With the Board’s permission, Chair Carroll will request that the Town of Winthrop 
seek help from MAPC on our behalf. This request is supported by the Town Planner. 
C. Boyce Not a narrow focus on use and exterior design standards will be helpful to control cost and timeline. 
J. Wallerce noted it is important to tie this new request to previous MAPC investments; Win2030, CBD Masterplan as a
continuation of our partnership. 
Chair Carroll agreed to draft a request to Town Council. 
Meeting: Minutes: 
Chair Carroll noted that we need to get our minutes drafted and published more quickly. Rachel Kelly (Town Planner)
offered to post to Town Website, once approved by the Board.
