TOWN COUNCIL MEETING MINUTES OF JUNE 22, 2021 President Boncore Opens Meeting to order at 6:15 PM ROLL CALL Present: Councilor Ruggiero, Councilor Flockhart, Councilor Demarco, Councilor Letterie, Councilor Honan, Councilor LoConte, Councilor Ferrino, Vice President Christopher, President Boncore Pledge of Allegiance Councilor Flockhart EXECUTIVE SESSION Executive Session Pursuant to G.L. ¢.30A, §21(a)(2)— Executive Session pursuant to G.L. c. 30A, §21(a)(2), To conduct strategy sessions in preparation for negotiations with nonunion personnel or to conduct collective bargaining sessions or contract negotiations with nonunion personnel. Motion by Councilor Letterie to accept main minutes as amended by Councilor Honan. 2"4 by Councilor DeMarco ROLL CALL VOTE Approve: Councilor Ruggiero, Councilor Flockhart, Councilor Demarco, Councilor Letterie, Councilor Honan, Councilor LoConte, Councilor Ferrino, Council Vice President Christopher, President Boncore Motion Passed 9-0 PUBLIC COMMENT None NEW BUSINESS Motion by Councilor DeMarco that the Town Council transfer $5,000 for the installation of railings at Haliford Beach Discussion Motion by Councilor Letterie to consider this an emergency motion as this is a safety issue. 2"4 by Councilor Ferrino Passed Unanimously Main Motion by Councilor DeMarco that the Town Council transfer $5,000 for the installation of railings at Haliford Beach Discussion Councilor Ruggiero asks what this funding will accomplish, is this a band aid fix or will these last? Director Calla explains that the originals were lost during a storm, will review replacing new ones with ones that could be removed during bad weather of same quality. Passed Unanimously Council President Boncore reports that he would like the problem with zoom be rectified as soon as possible as to make sure the public can participate. Interim Town Manager Delehanty reports that trash pickup will still be picked up as normal. Realizing there is some confusion with new barrels, people should not worry, all trash will still be picked up. Interim Town Manager Delehanty reports that the Town Manager is out on leave currently. The CFO position is still empty at this time, but he would be hesitant to hire a new CFO at this time without hiring a Town Manager first, since they work so close together. We do have a very qualified Interim CFO who will be available to us. Motion by Council President Boncore to re-appoint non policy committee members... (See Attached Re-appointments) Motion by Councilor Letterie to re-appoint Goldie Boncore to the Cultural Council ROLL CALL VOTE Approve: Councilor Ruggiero, Councilor Flockhart, Councilor Demarco, Councilor Letterie, Councilor Honan, Councilor LoConte, Councilor Ferrino, Council Vice President Christopher, President Boncore Motion Passed 9-0 TOWN COUNCIL MEETING JUNE 22, 2021 PAGE2 Motion by Council President Boncore to Appoint the following to Policy Making Committees: Ana Leary: Conservation Committee Alyssa Gamble: Planning Bo Sam Gonzales: Board of License John Young Board of Appeals ROLL CALL VOTE Approve: Councilor Flockhart, Councilor Demarco, Councilor Letterie, Councilor Honan, Councilor LoConte, Councilor Ferrino, Council Vice President Christopher, President Boncore Abstain: Vice President Christopher, Councilor Ruggiero Disapprove: Councilor LoConte Motion Passes 6-3 Interim Town Manager announces he will be away next week, and Direct Calla will be acting Town Manager. The reason for the Emergency motion is that it has been confirmed by multiple department heads that this is an immediate hazard and a top priority or take any other action relative thereto.
