National Grid

Revere St. Project

Dan Cameron discusses the electric in Winthrop and the amount of infrastructure to better our electricity in our
town. Reliability today much better...

The 3" leg, where does power come from....it comes from the city of revere to Argyle St. substation and then to
Metcalf Sub Station....Once in EB, it ends.... Boston is under Eversource....

Today’s technology is thru manholes and duct system...about 20% is in Winthrop on Revere St. and tie into
substation on Argyle, but they must get this granted from the town.... have had meetings with DPW, WFD and all
are satisfied.

JC Fortier, discusses that it is a long duration project, will not be in Winthrop the entire time.... (Please see map,
green line, yr. | ...will have to go up Upland Rd. to divert traffic...

Vendor has created a “gang like construction” each day equipment will be secured at property to Wonderland
parking lot. Purple yr. 2 New Line

Note Crest Ave., year | work.... National Grid will be complete for us to do our work

Yellow wil! be the removal of cables and Purple and Green new.... (Please see copy of information)

This year’s work will be approx. 2 4 months.
Interim Town Manage Delehanty states that we will have to detour traffic and will need a copy of a traffic plan

Councilor Flockhart asks if Cliff Ave will be repaved...
Director Calla, it will be replaced with our lead replacement...

TOWN COUNCIL MEETING JULY 6, 2021, PAGE 2

Councilor Letterie asks about disruption to traffic during this time?
Traffic coming into Winthrop and out revere...

Councilor DeMarco asks about allowing residents to park on Revere St. until 7 AM....will this be a problem for
Revere St. residents... Work hours....7-3pm.

Councilor Ruggiero discusses diverting traffic into highlands... what about work in advance and notifying
residents.

Interim Town Manager Delehanty replies that there will be a police detail and signage

Nationa! Grid will have community information packages

Spaces wil! only be impacted at difference times...

There are 9 manholes... new

Councilor Ferrino asks it was ever considered coming across back through Marsh?

Director Calla replies that, that would not really be feasible.

Councilor Letterie asks about a traffic consultant and is there one?

Nationa! Grid replies yes

10 Somerset

Council President Boncore has concerns with double poles....

When national grid does a new pole, they ask Verizon to remove the other one...

Verizon is notified, National Grid can only hope Verizon takes care of this.

Director Calla states this is request for 10 Somerset....they need this as this is where their transformers going in
vault,..they must replace 2 poles...these will not be a double pole situation.... committed to getting poles out...it is
imperative this gets done....

Vice President Christopher states, there is a pole line with one wire...to feed 10 somerset, it needs 3 lines....so two
poles must be replaced, and they will be double for 30 days....

PUBLIC COMMENT
Jack Dowd appreciates opening Town Hall.

Discusses the latest opinion from the Town Counsel on the title on 151 Pauline St... reflects opinion...
Stated ac public forum the town can do what they want with 7.55 acres...according to opinion...

In all studies, maps, pics...open space and rec plans, ingleside pk is 10-1 1- acres...

Discusses how it went from 13 to 10 as railroad was done.

K&P researched deed and the town was unable to provide any documents...

Copies of town in 1903 accepting conditions....it contradicts what he knows. The Planning board was waiting for
another opinion form K&P prior to Rules & Ordinance and then the Town Council voted on this.

TOWN COUNCIL MEETING JULY 6, 2021, PAGE 3

Asks...if there has there been a new opinion as of this date today?
Interim Town Manager answers that he is not aware of the dates of these opinions from the Town Counsel
Jack-1f no new plan....no new opinion.... does the town have a right to develop on 7.55 acres?

Diane Veins-Just to elaborate on Jack Dowd comments....she has observed over last several months is an overall
lack of ransparency with Ingleside and a ripped up parking lot and this area is now part of the CBD and
understands there have been meetings, but also a lot of surprises....let’s not be surprised what is going with old
Middle School....end of day one of the town’s most important pieces of land....a lot of email alerts...about what is
going on....traffic.....but does not know how to access any info on CBD?? Please be more transparent...

~ Letterie discusses the motion that the Town Council Appropriate $80,000 EB Newton / Clock
epairs was voted to be amended to $80,000 but feels that this should now be advertised and sent
to the Finance Committee Agenda and vote on at next meeting.

Discussion

Vice >:esident Christopher’s concerns were that we had enough funds to make sure if any emergencies
happen, we have enough in the fund.

1 Town Manager would like this referred to the Finance Committee and will have Director Calla
wer any questions.

Council Ferrino knows this project inside and out and is very sure of the company and the estimate that
¢ offered. Does not know why this issue is not just being addressed.
Tunis is a public safety issue, flashing blowing off, these buildings need to be addressed.

Councilor Letterie reports on the Dog Park that originally Winthrop Foundation donated $100,000, Town
natched $25,000. There was a bid sent out for the dog park and the golf shed which has a

break down of $30,000 short dog park and $30,000 groundwork, $30,000 for kit to put together, extra
$30-35,000 for electrical work needed. There is an overage of approx. $125,000. Director Calla feels
sending this out for another bid, may come in higher due to construction costs.

Director Calla states $245,000 for shed, for the dog park $125,000 and still will be about $125,000 short
on these projects. Contractor price good for 60 days. Will discuss with Interim CFO Robert Powers on
funding shortage.

Will be put back on Old Business
