TOWN MANAGER REPORT
Begins by thanking the Firefighters, police officers and emergency responders that did a wonderful job on helping a
resident that had been struck by a bus. There is a current investigation pending with the local and state officials.
Interim Town Manager will be meeting with Mr. Gills family to review the incident.
The Tips Project has been being reviewed with DPW Call, Rachel Kelly, the Town Planner and Mass DOT met on
zoom and he would like to put on Town Council radar, a substantial budget line for the next phase of this
project.$6,000,000 project we have matching grants, temporary or permanent taking of property, estimated at a
$500,000-$600,000 matching fee.
People can gift the taking to the town and we will be asking for cooperation. We can reach out to property owners.
Most are temporary takings that we are responsible for. We have to be ready to compensate for the taking. Very
specific guidelines must be followed. Once we received the quote from the appraisers. It is not included in the 2023
budget, it will be handled outside of this.
Covid looking good , down to 18%, we are trending in the right direction.
The Ferry is still in need of direction. We cannot wait until April to make a decision, there is prep work needed prior
to the vessel beginning any voyages. Our prep time will take 3 mos. if the Ferry is to be used this season.
Councilor Aiello asks about Mass DOT funds? Interim Town Manager replies yes, but only for this year to get us out
of the deficit. Quincy is going to schedule a meeting.

OLD BUSINESS
 Appointments:
o Ordinance and Charter Review Committee
President Letterie reiterates that he did review with our legal counsel and that due to covid and a special
representative race that included two or our original charter committee members this was a difficult task. We are
able to re-do this process with the following members:
Marc Chapdelaine, Chair
Councilor Ruggiero, Vice Chair
Karin Chavis
Joe Hanlon
Tom Chiudinha
Robert Carroll
Kurt Millar
Todd Sacco
Denise Quist
We are hoping to have the Charter and Ordinances reviewed sooner than later…
NEW BUSINESS
 Town Council vote to appropriate $109,841/Replacement Municipal Boilers
o These are two boilers, WPD and Library
President Letterie refers this to the Finance Committee
Councilor Aiello would like information on these boilers and a condition report . This will be available at the
Finance Committee Meeting
Both boilers were installed in 1994 , proposals were sent for each
 Produce Updated Town Wide Zoning Map-
o Interim Town Manager reports this is under the Capital request and funding has been allotted
for this map to be incorporated on our website and updated.
Councilor Ruggiero reports this has been a request of the Planning Board for some time and looks
forward to this happening and hopes time line is soon.
Interim Town Manager reports we have to review the last several maps to make sure we are working
with the correct one.
President Letterie would like the codification of the Center Business District to be reviewed and make
sure correct in our Ordinance.
Councilor Munson asks what is the most recent survey for the Old Middle School and the CBD.
Interim Town Manager will review, he believes it was a 2018 document, there is a 30’ rite of passage
that was never taken when Middle School put there, this is something we must look into.
Councilor Munson, do we need a legal opinion or is a physical survey what we need to put out an
RFP. Interim Town manager believes the lawyers will rely on an instrument survey with documented
numbers.
 National Grid # 30571298-Relocate 1 Pole Mugford St.
 National Grid # 30529098-Hillside/Crystal Cove/Allow underground service to 600 Shirley St.
Councilor Flockhart states that when seeing these on the Agenda she followed up with National Grid on the
Double Pole Problem in the town.
President Letterie refers both these Projects to the Public Health & Safety Committee

PUBLIC COMMENT
Karin Chavis P2-Comments on Town Manager report and asks about the funding for the Ferry. Does DEP owe us
money, we know Quincy does. Though Quincy interested are they putting up the funding?
Interim Town Manager responded: Yes, they are, they always have. The DEP has never owed us, they have granted.
We did request last year and did not receive.
Interim Town Manager states we do not have the funding for the Ferry this year, it is up to the Council to make a
policy decision on how or if they would like to budget the Ferry.
Right now the Ferry is in a deficit, but the town is still in communication with Quincy expecting their funding to
cover this current deficit. Once this is hopefully paid in full, the Ferry will be out of deficit and this is when the Town
Council must point the Interim Town Manager in the direction on how they would like to proceed.
Shannon Poulos P3-General comments in reference to the budget. None of her comments reflect the hard work our
assistant CFO & Interim Town Manager have been doing, she continues to comment on her reflection of the budget
for FY22 and going into FY23 and the need to make sure we have FY22 on track to assure that FY23 is an adequate
budget and covers the towns needs for revenue and especially grants that the town could be applying for. Comments
on the fact that the town is short staffed and working double duty on larger projects.
Julia Wallerce P2-Comments on what is happening around town with reckless driving and the safety of the
pedestrians. Discusses the parking around town and it was being worked on but has come to a stop and hopes that this
is resurfaced.
Councilor Aiello discusses the funding of the Ferry. He discusses Mass DOT, they budget very conservatively with
each community. He recommends trying to talk to the Secretary and try to get everyone together in one place to
discuss any funding. He believes the resources are available but Mass DOT must meet us on each end of the spectrum
to discuss any funding. Also discusses maybe the MBTA may look into our Ferry for their use.
