Autism Fund Raiser was a success, Winthrop Police Dept. and Doug Flutie Foundation. Close to $7000 has been
raised. $5000 will go to the Doug Flutie Foundation and $2000 to a local family trying to buy a safety bed for
their special needs child. Still selling T-shirts and accepting donations.

Interim Town Manager submits the FY23 Budget and thanks Robert Powers and Stephen Cirillo for their help
with this budget.

Council President thanks former Councilor Ferrino for this help with the E.B Newton Clock tower and his
knowledge of what needed work on.

Phase I of the pavement will begin tomorrow in the CBD. Panels are being replaced prior.
Should be completed by May 28, 2022

Council President would like to add an Evergreen or a Blue Spruce for French Sq., mainly so we can continue
our Holiday Festivities. A change order will be needed sooner than later.

FY23 Budget has been submitted, it is 45 days from now. There will be a Special Town Council Meeting on
May 31, 2022, for the sole purpose of discussing the FY 23 budget and requesting the Finance Commission to
have their recommendation report finalized by May 26, 2022.

Councilor Aiello requests a reminder graphic of the Landscaping that was voted on for the CBD.

Understands there is a Ferry Funding for this year. Mass DOT has agreed, by email, no contracts yet, to fund
last year’s deficit 80,000 and will fund $179,000 for this year and getting Quincy on board for their $160,000;
this should put us to full activation of the Ferry. Our goal is hoping to have running by May 15". Still need
Captains and if anyone interested please get in touch with our Human Resource Dept.

Budget is reserved for boat while being worked on in Gloucester...Councilor Aiello would like to shed some
light on our Ferry and thank the Interim Town Manager and Town Council President for their hard work.

Councilor Aiello reports on a Grant for Climate Control that is available to Winthrop which our planner Rachel
Kelly is aware of and will be attending a Town Council Meeting for discussion.

Councilor Aiello, reports with the help of Councilor Honan that the rink has not been paying a water bill since
2019. Councilor Honan has requested confirmation on this for the next meeting. He is interested in how long
this has been happening and how much longer it might continue.

Interim Town Manager states he has abated town buildings himself as it has been historical practice of Town
Managers. The rink is neither metered nor piped directly, which is a problem as for how much rink was and
school was. This is being reviewed with getting them a separate meter. Most all are abated except for a few
buildings.

Councilor Ruggiero would like to ask the Tree Warden to be present with the discussion of the tree requested in
French Sq.

Councilor Ruggiero also requests moving forward with the E.B Newton, if future work that is needed for the
building could be discussed and reviewed along with an estimate of work done.

SCHOOL DEPARTMENT
Discussed accreditation and NEASC reported back to the schools and we are fully accredited, fantastic for town.
The Quiz Bowl, the Winthrop Middle School participated and won!
