Further Investigation of Traffic Direction between Terrace, Cottage and Shirley Ave.

Public Comment on Public Hearings:
Open Public Hearing Parking Prohibited on upon certain streets

Viking Gustfason P3-Passes out information on Terrace and Harborview and Shirley Ave. and does have concerns of
the prohibited parking on the North Side. She is asking that this be re-considered as it affects the parking on this street
tremendously. Sides should be switched for parking as sides wind down.

Mike DiLuiso explains the reasoning for this ordinance and why it is being reviewed and explains that between 12 and
14 feet of roadway is taken away that only leaves you seven to eight feet to get a vehicle down that roadway and so
that's why the SEC made that decision

John McGovern P3- States that as of two years ago postcards did not get to everybody. He is not sure of anybody who
got the actual postcard saying there's a meeting. States parking has been working for 50 years it's been fine. The only
problem is when people park in front of these two houses which cause a tight problem on the street.

Maureen English P3-(Crystal Cove) States that parking has been working for 50 something years. She will lose the
parking in front of her home when they have no parking as it is. There's multi family, three families on Park Ave which
weren't afforded parking in the circle. We have two crosswalks that were put in when they put the sidewalks and so we
lost lots there. Every home has at least two cars. She does not understand where this review is coming from and why?
Believes a one way from Shirley St. makes more sense.

Mike Delusion once again reviews and discusses the decision on why this change is being reviewed.

TOWN COUNCIL MEETING MINUTES OF AUGUST 2, 2022 PAGE 1

Chief Delehanty states that surely making this a one way having Beacon coming down in the opposite direction is a one
way maze for people who made the wrong turn and in a circular effort they can go to Beacon again and right back out.
Making it a one way is a very viable option for the council if they wish.

Billy Clarke P3- States the biggest thing they discuss is parking and without a spot wouldn't be able to have friends over
but it is more about the safety issue especially with the park right there already cars go too fast.

Councilor Aiello also states that he has visited in this area and the cars do speed in this area.
DPW Director Calla is happy to have this conversation; this is what is needed with our neighbors in this area.

Shannon Poulos P3-She feels that DPW Director Calla is correct and it is good to have these conversations. She wants
to give credit as this conversation has been going on for over a year and the public can access the calendar anytime they
want and be involved. She is all for safety and what has to be done should be, but does feel the entire towns parking
should be evaluated.

Public Hearing Closed

Open Public Hearing: Parking Limited on certain streets during certain times

Council President reads motions that are involved with this hearing

Here are discussions of crosswalks.

Parking Clerk Mike DiLuiso explains the sections that have been discussed as prohibited parking.
Public Hearing Closed

Open Public Hearing: Granting authority to the DPW to install stop signs w/o TC approval

Vice President Ruggiero states that at the Rules & Ordinance Committee meeting, it was discussed with a positive
recommendation. This would streamline our process, to creating more safety measures in town, because instead of the
DPW, having to put a motion forward to the council to put up a stop sign, they can just go by the Manual on Uniform
Traffic Control Devices. If a stop sign needs to be placed somewhere, The DPW can install a stop sign according to that
set of standards, this doesn't mean that the Town Council cannot request a stop sign to be installed on a different matter
that might come to their attention

Public Comment: John Lyons P2 — Explains his confusion on seeing a stop sign at the end of his street, which is
Pleasant Park Road, without any notification to abutters. He made several attempts as to see why this was done and
states has still not received an answer. He finds this very disturbing that prior to this motion, this stop sign was erected
with no knowledge to the people that live on this street and why is it actually needed? If anything, it should have been
put on the other side which leads to Main St., a much more congested corner than on Morton St. Also states the stop
sign was not needed as you must stop at end of street anyway for if you went straight it would be into the marsh.
Public Hearing Closed

Open Public Hearing: Designated Taxi Cab Stand at Public Landing

Parking Clerk , Mike DiLuiso did talk to the Harbormaster This issue came to TSAC from the Town Managers Office
for a taxi stand at the public landing. In the past there has been a temporary sign which has been moved to a permanent
location. The Harbormaster would like to move it back to the restricted area. Keeping it where it is, is more visible for
people exiting the Ferry to see the Taxi sign and have a taxi waiting.

Chief Delehanty believes that the administrative officer of the Landing should be handling the decision of where this
sign should be erected but definitely discuss with the Dept. Head.

Councilor Aiello agrees with the Chief that the sign should stay where it is as the location is better for the taxi stand.

TOWN COUNCIL MEETING MINUTES OF AUGUST 2, 2022 PAGE 2

Council President reports that prior to opening our second Public Comment we will return to General Information.
Council President explains the process of the work that the Charter Commission does and thanks each member for their
time and effort. Chair, Marc Chapdelaine is present and reviews the Charter Commission’s recommendations to the
Town Council of which the Town Council will send to the Rules & Ordinance Committee and they will return to the
Council with their recommendations of which will be voted on by the Town Council. (Please see recommendations on
Town Website)

Council President refers this to the Rules & Ordinance Committee to report back to us no later than October 18, which
is the second meeting in October. The goal would be to get the changes we need to get, recommendations to go to the
state so we could get them back in time to vote next November,

PUBLIC COMMENT

Bill Schmidt P5, also stated Chair of the Board of Health. He thanks Mare Chapdelaine for his presentation and
comments on the recommendation of having the Chairs elected by the policy making committees themselves. He does
disagree with these items going to the voters as we have elected our Town Council to represent us. He believes the
Charter Review Committee had a lack of women, not young people and no minorities, 5 people lived in same precincts
so not much diversity to this committee but he trusts the Council that was elected by the people to make decisions on
these recommendations.

Council President makes clear that this will all go to the Council and they will hear each and every issue of this Charter
Recommendation.

Jack Dowd P3- Comments made concerning the trees that were taken down on Pleasant Street. The marina did have a
conversation with the Town Manager last week, and it was very disappointing. There seems to be some confusion about
how to get money back from condominium association etc. There was a number of $13,000 discussed that should be
paid to the town. The law states it's a criminal complaint, the law says there could be a fine for taking these trees down.
The law says that there could be triple damages involved with taking down a tree that that you don't have permission to
take it down.

I'm not getting any answers. I'm asking the same questions since the day the trees came down. Who's in charge of the
trees at this point?

Karin Chavis P2-Discusses the Charter Review Committee and want to make this better. Asks the Town Council
“Please look at these recommendations as a lot of work went into this. Really review it.”

Diana Veins P2-Comments that on every decision made by the Town Council is not just for one neighborhood, it affects
the entire town and its residents. There is a citizens group that is watering trees and would love to hear from town about
a further action plan for the future of watering our trees. Would like to begin a town fund for this issue.

Comments on the trees in front of Atlantis and is asking what is becoming of this issue. This money for this fine is
needed, for our town and to fund our trees in town.

Mike DiLuiso P5-Speaking as a resident. He wishes to remind the Town Council that the Town Manager spoke to the
State Architectural Board regarding the Somerset Ave. Tree ,and what was stated over 14 months ago, is correct this is
not ADA Compliant.

He also notes that the tree should have been cut down. Requests the Town Manager to further review this request.

PUBLIC COMMENT
John Lyons P2 States that the motion to approve the Stop Sign by DPW took away any citizens transparency to this
decision.

Jack Dowd P3-Offers pictures of a great tree on Court Rd and what was done to prevent property damage.

He presented another picture to the Town Council of the tree on 190 Somerset Ave. Granted tree is upsetting sidewalk
but wonders how this can be considered a deadly tree if they have children’s playground under tree, benches? How is
this tree considered dangerous then if the homeowners are letting people sit under it?

Lucy DiLuiso P5-Very upset that Mr. Dowd stated they cannot enjoy their yard due to this tree. This tree is not ADA
compliance, it is causing property damage and it needs to be cut down in order not to cause further liability to the Town

Mike DiLuiso P5-Speaking as a resident respects Mr. Dowds comments but we have been through the reasoning why
this tree needs to come down and reports on past reasoning’s.

Council President asks each councilor if they have any other comments prior to adjournment:

Councilor Honan-No
