GENERAL INFORMATION AND RECOMMENDATIONS
 CHA Consulting, Inc.-Andrew Valkyrie
Winthrop Tips Project Update –Andrew states from previous meeting presentation the questions that the Town
Council had asked about project, Bike Lane, Funding for Trees, Lighting & Bus Stop Shelters.
CHA, DPW Calla and Town Manager Marino met with Mass Dot and Mass Dot and as for the bike lanes, DOT made
clear that we could revisit the design plan which would delay project and more than likely jeopardize funding for the
project. Town Council President reports that the project will go forward as designed.
Discussion continued. Please see our Town Website for updates tips.project.cha_consulting.memorandum.qa_.pdf

PUBLIC COMMENT
Betty Peabody P4-Has concerns about vandalism in our parks, especially at Hannaford Park. Currently tire tracks in the
grass, people sleeping up there, drug paraphernalia and people using this park as a Dog Park. Would like the town to
take more time, become more concerns on these problems. She would like to see a fence or something stopping people
from entering that park at night. Advocate doing something to make sure our park is treated better.
Carina Campobasso P3-Mothers Out Front- Strongly supports the Community Electricity Aggregation for our Town
Volunteers with Bike Winthrop and discusses the success of the 5 th Annual Bike Winter Halloween Bike Ride. They
asked their participants as to how they would like to ride their bikes in Winthrop? How would you use your street for
bike riding? They received approx... 80 postcards and information back from children on how they would like to ride
their bikes which were passed out to the Town Council for input.
Sarah Jane Fourness P6- Speaks on the Tips Project. She appreciates this project and appreciates the funding comes
with bike lanes being included. Is confused with the loss of parking spaces as she does not understand where the loss is
and in general maybe a Master Plan should be considered.
Carina Campobasso-Mothers out Front is having their 2 nd annual pumpkin roll on November 19 th , 10-1pm
Peg Lyons P2-Director Winthrop Housing. She asks if there is a Mass DOT deadline on easements and when will these
be completed. Understands design changes are not allowed, but now a bus stop does not exist and asks if there is
anyway this could be considered. The Housing would also like to help with Trees that are being removed to be
replanted.
TOWN COUNCIL MEETING MINUTES OF NOVEMBER 15, 2022 PAGE 1

Council President clarifies it is 4-7 trees not 47 trees being removed. Also, significant changes will not be allowed by
Mass DOT, but there might be some minor changes allowed. DPW Director states that 100% committal is not until all
easements are completed.
Frank Constantino P2- Comments about Hannaford Park and there is a vandalism problem. Asks neighbors to keep an
eye out as well as more police detail in the area. Also, have concerns with the TIP’s Project. DPW Director Calla offers
explanation on trees not being 100 yr. old trees. A bike survey was done in 2018.
Jack Dowd P3-Discusses the TIP’s project bike lane project. Discusses several years ago the bike sparrows on Veterans
Rd. would not work, he feels this proposal is similar to this. As far as he is concerned, the sharrows give a false sense
of security while bike riding. He does not feel bikes should be sharing spaces with cars.
Carol Walker P5-Hopes that TIP’s project trees will be larger as better for the environment.
