Rules and Ordinances Minutes 11/29/22
 Meeting called to order
 Councilor Ruggiero asks Mike DiLuiso to give a summary of the ordinance
 Mike DiLuiso summarizes the ordinance
o 2 hour parking in all municipal lots unless otherwise noted
o Summarizes the exceptions to this as outlined in the ordinance: the Rink
lot, the Tennis Courts lot, the Walden St Lot, and the Hagman Rd lot and
extension lot
 Betsy Shane, Director of Chamber of Commerce
o Asks to further clarify the language surrounding the high school tennis
courts
o Asks “how did we pick four hours for the time frame for the center
business district lots.”
 Mike DiLuiso – research from other municipal ordinances
o What about a snow emergency
 Mike DiLuiso – if there is a snow emergency then these limits go
away
 Councilor Munson
o Because it’s 8am to 8pm there is a viable window for residents to stay in
these lots and strikes a nice balance between businesses and residents
 Councilor DeMarco – we want people to be able to go get their hair done and then
go visit the local businesses without fear of being ticketed
 Munson what is the signage currently?
o DiLuiso – currently there is no signage down the center
 DiLuiso
o Charging stations – language suggests that if you are actively charging
you can park there but if you are not, then you cannot park there
 Shane
o There are people who currently park there who are not actively charging
 Mike DiLuiso – currently there are no signs so hopefully this will
change
o Asks for clarity on Delby’s corner lot.
 Mike DiLuiso pulls up map to show a visual
 Further discussion on this from Councilor Munson who is familiar
with this lot and this area.
o Councilor Ruggiero – likens this issue of resident parking in the Delby’s
lot to the same issues we may experience in other lots around Town
 DeMarco – asks for consistency throughout the entire town.
o Mike DiLuiso – simply put, if you are in a business district lot you have 4
hours, if you are in a non business district, you have 2 hours
 Mike DiLuiso
o There are 31 total spots in the CBD area that have no time restriction
beyond the residence sticker for overnight parking
 Councilor Belcher
o Thinks this plan is a solid jumping off point and can adjust as we go

 Councilor Munson – would like to explore solutions for all of the businesses in
the Town for their employees on a day to day basis but there could be an
opportunity at the Bank of America building
 Mike DiLusio – reviews the exceptions section
 Councilor Ruggiero
o Asks for clarification on the Town Hall lot section and what the intention
is
 Betsy – asks about the seasonality of installing signs
o Mike DiLuiso – spoke with the administration and most likely, any signs
that need to be installed won’t be done so until the spring. If the pole is up,
it can happen much sooner.
 In depth discussion on parking at Tennis Court lots
o A request to be made to keep this lot at no limit so that it is cleaner and
more consistent with the other school district lot (Walden Street Lot)
 Discussion if the same should happen in the Hagman extension
o Councilor Belcher this sounds like a reasonable back up plan
 Councilor Munson motion to pass the presented motion.
 Seconded by Councilor DeMarco
 Motion passes unanimously
 Motion by Councilor Demarco to adjourn
o Seconded by Munson
 Motion passes unanimously
