Public Meeting Conducted VIA Zoom
Wednesday May 3, 2023 at 7pm 

Members present: Karen Winn, Chairperson, Brian Corbett, Kim Dimes, Chuck Kubick, Tracy Machcinski, Steve Machcinski

Public Present: Rick Salvo, Engineering Alliance, Inc., Mark Rodriques; Bob Honan, Tom Honan, Lourenco Carminati; Jack Condon; 

7:02 PM With a quorum present Chair, Karen Winn called the meeting to order.
APPROVE MINUTES: None
ONGOING BUSINESS:
Agenda items were called out of order for the applicants that were present at the start of the meeting. 
    • NOI MA DEP #082-0539 118 Sunnyside Avenue, Mark Rodriques - Addition to single-family home 
There was no narrative.  Concerns about raised garage, filtration on downspouts, and drainage.  The runoff of driveway pitched to drain into back which is a low spot; need calculations for sewer output; concern there is only one in that area; two neighbors spoke Tom and Bob Honan spoke about their concerns with water/flooding.  Need to set a site walk.

Motion to continue hearing until May 17, 2023, Kim Dimes. 2nd by Steve Machcinski
Commission voted unanimously to continue hearing May 17, 2023.	 

    • NOI MA DEP #082-0511 Certificate of Compliance 600 Shirley Street, Crystal Cove 
        Site walk performed on April 25, 2023, w/rep Rick Salvo, Engineering Alliance regarding the catch basin. 
	and infiltration system 

Motion to close hearing made by Kim Dimes. 2nd by Tracy Machcinski. Commission voted unanimously to close the hearing and issue COC.  

    • NOI MA DEP# 082-0508 Certificate of Compliance 3 Johnson Terrace
Site walk performed on April 25, 2023, with homeowner Dennis Mitchell
Motion made by Kim Dimes to close hearing made by Kim Dimes, 2nd by Chuck Kubick. Commission voted unanimously to close the hearing and issue COC.

    • NOI MA DEP #082-0537 76 Orlando Ave. CPYC, Dave Girard
No more comments from DEP, Dumpster is staying where it is, and the buffer is under the deck/building.

Motion made by Kim Dimes to close hearing, 2nd by Chuck Kubick. Commission voted unanimously to close the hearing.

    • NOI MA DEP #082-0538 41 Court Road, Lourenco Carminati
Applicant is responding to MADMF comments and cc’ing CONCOM.  Applicant stated that the MA waterways/CH. 91 license is waiting for OOC’s.  

Motion made by Tracy Machcinski, 2nd by Kim Dimes. Commission voted unanimously to continue hearing to May 17, 2023.

Applicant not at meeting.

    • Emergency Certificate CPYC 
Stephen Machcinski/Brian Corbett will be doing a site walk and taking photos, also checking on when their Emergency Certificate expires.

Waiting to hear from the civil engineer with test pit and infiltration system information.

NEW BUSINESS:
    • Winthrop Engages 
Kim Dimes requested to attend the event.  

    • Karen suggested having the Mass Audobon attend next working meeting to give a presentation on Snake Island

    • Chuck provided images of a Beach Toy Borrow Bin and Basket Tree for Beach Clean Up that he saw on vacation and wanted to suggest this for the town’s beaches.  Maybe put our logos on them.

Check on the status of Cease & Desist order.
