Meeting Minutes
Working Meeting Conducted VIA Zoom
Wednesday, May 17, 2023 at 7pm 
Members present: Steve Machcinski, acting chairperson, Brian Corbett, Kim Dimes, and Al Reynolds

Public Present: Lyra Brennan (Mass Audubon), Sean Riley (DCR), Marc Albert (NPS), Beth Howard (Mass Audubon)

7:02 PM With a quorum present acting Chair, Stephen Machcinski called the meeting to order.
APPROVE MINUTES: None
ONGOING BUSINESS:
Agenda items were called out of order for the applicants that were present at the start of the meeting. 
    • NOI MA DEP #082-0538 41 Court Road, Lourenco Carminati
The applicant responded to MADMF comments and has heard nothing back.  Applicant stated that the MA waterways/CH. 91 license is waiting for OOC’s.  

Motion made by Kim Dimes, 2nd by Brian Corbett. Commission voted unanimously to close hearing and issue OOC’s.

    • NOI MA DEP #082-0539 118 Sunnyside Ave., Rick Salvo, Engineering Alliance
No one present for the meeting.  Set up the site visit for Thursday, May 25th at 3:30.  

Motion made by Kim Dimes, 2nd by Brian Corbett. Commission voted unanimously to continue hearing to June 7, 2023.

    • MA Audubon presentation
The describe the objectives and procedures of the banding program.  They have been traveling to the island via kayak twice a week from April to September from the Town Landing.  Habitat restoration work has shown an increase in the Oystercatcher populations.  Breeding season is April to Sept. NPS in agreement with MA Audubon and has issued them to do the banding.  The birds need to be a certain size, so the band stays on.
