Finance committee meeting 5/31 
In attendance- Councilors Fucillo, Belcher, Ruggiero 
6:40 meeting starts 
- motion for replacement of power pedestal at harbor. 
- Motion explained by Robbie. 
- Motion is given a positive rec 
6:44- motion about unpaid bills is announced 
- councilor belcher gives details of the motion 
- Robbie gave explanation for these unpaid bills 
- Motion is given a positive rec. 
6:48- Motion for appropriation of free cash 
- motion is introduced by councilor Belcher and explained by Robbie. Explained earmarks.
This is for crosswalks and we couldn’t get money from the state. Gym has only brought
in 19k in rentals.

6:56- Motion for Scholarship fund is introduced 
- Councilor Belcher reads the motion 
- Councilor Ruggiero Asks for clarification 
- Robbie explains that these scholarships were out of money and haven’t been awarded ,
so extra was put in another account.

7:03- Motion for Water/sewer retained earnings appropriation to stabilization. 
- Councilor Belcher reads the motion and Robbie gives more context to this motion. 
- Multiple questions about this money is asked and Robbie explains that it just frees up
money for the council to use while we are waiting for free cash to be certified.

7:09- the motion for a police vehicle is introduced 
- Councilor Belcher reads the motion and Robbie gives an explanation on how we are
trying to put a second order in due to large wait times for new vehicles . 
- Still waiting on this years car. Town is hurting for police cars.

7:14- the motion for Free cash appropriation to reserve is introduced 
- Councilor Belcher reads the motion and an explanation is given by Robbie. 
- this motion is being used to think about the future and not have to worry about
unexpected payouts.

7:19- Motion for year-end general fund inter-budgetary transfers is introduced 
- Councilor Belcher reads through the motion and Robbie explains the extra money. And
details line by line why money is being transferred.
