Meeting Minutes
Public Meeting Conducted VIA Zoom
Wednesday, September 6, 2023 at 7pm 


Members present: Kim Dimes, Steve Machcinski, Tracy Machcinski, Chuck Kubik, Al Reynolds, Tim Wilson, Brian Corbett		
Clerk: Stacie Marley 
Public Present: Ryan Rossen, John Arklauskas, Eugene Catizone, Julius Sokol, Paul Finocchio, Hannah Raddatz. Jenny and Jacob Golic  

7:01 PM With a quorum present Kim Dimes, Chairperson called the meeting to order.
We took items out of order while waiting for committee members. 
NEW BUSINESS:
    • DEP File# 082-0503 - Revere/Winthrop Cable Replacement Project - Amendment to the Amended Final Order of Conditions
In order to get this approved, we will follow the typical process in filing for an amended Order of Conditions.  They need to dig an exploratory trench to locate the cable.  Soil has been trucked offsite.  Restoration will be the same in the Amended Order of Conditions.  
Motion made by Stephen Machcinski, 2nd by Tim Wilson to approve to modify the order and accept the change in the Amended Order of Conditions.  Commission voted unanimously.  

ONGOING BUSINESS:

    • NOI MA DEP #082-0544 130-140 Shirley Street; Julius Sokol REP: Robert Marini, NativeTEC
Site walk was conducted on August 15, 2023.  Stormwater calculations, infiltration plan and soil test pits have been requested by the DEP.  Basement will be filled in with crushed stone and structural elements.  

Motion made by Tracy Machcinski, 2nd by Chuck Kubik.  Roll call vote; Stephen Machcinski – YES; Tim Wilson – YES; Chuck Kubik – YES and Tracy Machcinski – YES.  Commission voted unanimously to close hearing. 



    • NOI MA DEP #082-0545 29 Winthrop Shore Drive, Jenny and Jacob Golic REP: Paul Finocchio PJF & Associates 
Site walk was conducted on August 15, 2023.     DEP asked for the cross section of flow through vents which has been submitted.  

Motion made by Stephen Machcinski, 2nd by Chuck Kubik vote to close the hearing.  Roll call vote; Tim Wilson- YES; Chuck Kubik – YES; Tracy Machcinski – YES and Stephen Machcinski – YES.  Motion to issue the Order of Conditions made by Chuck Kubik. 2nd by Steve Machcinski.  Quorum voted unanimously.  

    • NOI MA DEP #082-0540 760 Shirley Street, John Arlauskas REP: Ryan Roseen, Goddard Consulting
Applicant submitted a new plan that Commission has reviewed.   They were taking out the post and rope fence and only keeping the sand fence.   

Motion made by Stephen Machcinski, 2nd by Chuck Kubik to close the hearing.  Quorum voted unanimously.  Motion to issue the Order of Conditions made by Chuck Kubik. 2nd by Tim Wilson.  Roll call vote; Stephen Machcinski – NO; Tracy Machcinski – NO; Chuck Kubik – YES and Kim Dimes – NO.  Nays have it 3 to 1.  Not approving the project and the reasons why the commission voted No.
