Public Meeting Conducted VIA Zoom
Wednesday, October 4, 2023, at 7pm 
Members present: Kim Dimes, Tracy Machcinski, Tim Wilson, Steve Machcinski, Chuck Kubik, Brian Corbett		
Clerk: Stacie Marley 
Public Present: Robert Marini, Calvin Reach, Dave Clougherty, Robin Lloyd, Peter Martino, Tony Capachietti, Ray Julian, Chris Tsiotis

7:06 PM With a quorum present Kim Dimes, Chairperson called the meeting to order.
We took items out of order while waiting for committee members. 
NEW BUSINESS:

    • Public Meeting NOI MA DEP #082-0548 23R Washington Avenue Applicant: Richard Zygala REP: Elizabeth Wallis, Hayes Engineering
Proposed seawall replacement.  It is a land locked parcel with a right of way.  Cast in place retaining wall.  Independent concrete trucks will be brought down the alley to pump concrete.   Homeowner and abutter will come to agreement for use of the right of way for construction.   Traffic management plan through Mass. Highway for concrete pumping truck that will block one lane on Washington Avenue.  They will have to work with the tide schedule.  Set up site walk. 

Motion made by Chuck Kubik, 2nd by Tracy Machcinski to continue the hearing.  Commission voted unanimously to continue hearing. 


OLD BUSINESS:

    • Cont’d NOI MA DEP #082-0546 332 Revere Street Applicant: Jason Osburn REP: Robert Marini,  NativeTEC
Site walk was conducted on 9/28/2023.   

Motion made by Chuck Kubik, 2nd by Stephen Machcinski to close the hearing.   Roll call vote:  YES Chuck Kubik – YES Stephen Machcinski - YES Brian Corbett and YES Kim Dimes. Commission voted unanimously to close the hearing and issue Order of Conditions. 

    • Cont’d NOI MA DEP #082-0547 24 South Main Street Applicant: Donald Falzarano REP: Calvin Reach, Engineering Alliance  
Site walk conducted on 9/28/23.  

Motion made by Stephen Machcinski - 2nd by Chuck Kubik to close the hearing.  Roll call vote: YES -Chuck Kubik – YES Brian Corbett - YES Stephen Machcinski –– and YES – Kim Dimes. 
Commission voted unanimously to close the hearing and issue Order of Conditions.

    • Request for Certificate of Compliance MA DEP #082-0519 1091 Shirley Street Applicant: Jack Dempsey REP: Calvin Reach, Engineering Alliance

    • RDA 108 Tafts Avenue, Applicant: David Clougherty REP: Attorney Peter Martino  
Expansion of second story.  The WPA is applicable because it’s in land subject to coastal storm flowage and coastal buffer zone and barrier beach.  Commission will need to consult with CZM.  

Motion made by Brian Corbett - 2nd by Tim Wilson to continue the hearing.  
Commission voted unanimously to continue the hearing.   

Meeting minutes approved - the first six months of 2022.
