MEETING MINUTES FINANCE COMMITTEE MEETING DECEMBER 4, 2023 
Called to order: Councilor Belcher, Councilor Ruggiero and Chair Fucillo 
President Letterie and Karin Chaves 
6:00 Meeting starts and agenda is announced. 1 thing on agenda is tax classification. 
President Letterie Talks about the history of what has happened in the past with taxes. 
6:03 Discussion about bigger housing complexes in Winthrop occurs (ex. Pillar house, seal harbor, Viking
regency) 
6:06 Residential exception is discussed. Does not seem worth it for the town. 
6:10 Nate Kramer joins the meeting via phone to give more information about what is and is not
allowed. Answers some questions that the committee has. Also talks about how typically smaller towns
do not usually benefit from a split rate. 
6:29 Motion by Councilor Belcher to recommend a single tax for 2024 
2 nd by Councilor Ruggiero
