COMMITTEE REPORTS
Intergovernmental Committee
Councilor Tassinari reports reviewing the Towns Contracts with Mass port and MWRA. Discussed the
problem of getting out of town during storms. We must be able to exit our town in a more reasonable way.
Town Council President reports that he will be forming a committee to further discuss these contracts.
SCHOOL DEPARTMENT REPORT
The school Budget was discussed, and School Choice was once again discussed and opposed by the School
Committee. This has to do with spacing requirements.
TOWN MANAGER REPORT
Comments that we must update the zoning to include the national flood plan maps Winthrop.
Comments on Yirrel Beach and there was a consultant hired and we are working with DEP for new beach
management plan. In the meantime, we did get permission to put up the fencing and rake by hand to get ready
for the Plovers and any work will have to be done by hand until a new plan is in place.
Thanks all for attending the meeting with Sec. Agustus. We are compiling information for his office, and they
are willing to work with us on the 3A Zoning.
Councilor Swope comments she would like to review the information that was in the meeting with
Sec. Agustus. Also, she requests that the Town Council meet with the Winthrop Planning Board to review the
MBTA 3A Zoning impact this could have on Winthrop.
Councilor Aiello commends the Town Manager for his presentation and the history of this town. He also
comments that the MWRA and the Massport end in FY25 and should be discussed.

PUBLIC COMMENT
Bill Schmidt P5-Requests a thorough understanding of MBTA 3A Zoning.
Diana Viens P2-Happy to see citizens participation. Comments against the MBTA 3A Zoning. She will be
there for the community when it comes to her neighbors and this town. She reads the purposes of the Planning
Board and Board of Appeals….
Brendan Cooney P5-Thanks Councilor Aiello for holding a meeting concerning the flood zone and 3A zoning.
It was highly informative. A lot of residents appreciated this meeting for clearing up information.
Jack Dowd P1-Attended the Intergovernmental meeting and comments on the review of the Massport and
MWRA Contracts with Winthrop. A solution to these mitigation contracts should be reviewed by someone
other than who lives in this town or involved in town politics. There is a flooding problem at Yirrel Beach that
is only going to get worse unless something is done.
Peter Gill P5-Opposes 3A Zoning
Terrence Delehanty P6- comments on 3A Zoning. We do not want to be Suffolk Downs. We do not want to
interfere with what we call Winthrop now. Understands we need revenue, but this is not the way. We need a
new Public Safety Building but at the same time we need new sea walls for protection. We need to reach out
to a new pilot program being discussed that could help with our beach walls.
Kathleen Cappuccio P5-Discusses MWRA contract. She did email Fred Laskey and waiting to hear back.
Asks the Town Council to ask if new risk communities will be added to our service area.
