TOWN COUNCIL SPECIAL MEETING MINUTES OF JUNE 11, 2024 President Letterie calls meeting to order at 6:00PM ROLL CALL Present: Councilor Tassinari, Councilor Costigan, Councilor Demarco Councilor Aiello, Councilor Swope, Councilor DaRos, Vice President Belcher, President Letterie Absent: Councilor Munson PLEDGE OF ALLEGIANCE Councilor Swope PUBLIC COMMENT Bill Schmidt P5- Requests the Town Council consider a motion to transfer $600,000 from the Trash Enterprise to the School Budget Karin Chavis P2-Discusses the Trash Fund and may agree in future to increase trash fee but it cannot be done at this time Town Council President Opens the FY25 Budget to be Voted On. Councilor DaRos, Finance Committee Chair reflects on the Finance Commission recommendations and the Schools will need an override. He understands the Superintendent will be attending a Town Council Meeting to discuss. OLD BUSINESS The Finance Committee has voted on the following with a Positive Recommendation Please see attached motions for complete disclosure Town Council Adopt Annual General Fund Operating Budget for Fiscal Year 2025 Town Council Adopt Annual Revolving Budgets for Fiscal Year 2025 Town Council Adopt Annual Capital Plan for Fiscal Year 2025 Town Council Adopt Recreation Enterprise Fund Budget for Fiscal Year 20255 Town Council Adopt Larson Rink Enterprise Fund Budget for Fiscal Year 2025 Town Council Adopt Harbormaster Enterprise Fund Budget for Fiscal Year 2025 Town Council Adopt Water & Sewer Enterprise Fund Budget for Fiscal Year 2025 Town Council Adopt Solid Waste Enterprise Fund Budget for Fiscal Year 2025 Town Council Appropriate from Retained Earnings/Water Sewer Fund $500,000 and Transfer to Water/Sewer Capital Stabilization Town Council Appropriate and Transfer $75,000 from Technology Grant (Town) to Capital Project Account “Town Hall Servers” Town Council Vote to Transfer $150,000 from General Fund to Revolving Funds and Enterprise Funds to close out Fiscal Year 2024 Town Council Vote to Modify the General Fund Budgets to facilitate the June 30, 2024 closing of the Fiscal Year 2024 Town Council Vote to Authorize Unpaid Bills of a Prior Year to be paid from the current Dept. Budgets TOWN COUNCIL SPECIAL MEETING JUNE 11, 2024 PAGE 1 DISCUSSIONS- Town Councilors discuss their concern for the School Budget being under by $1.7 Million. Superintendent Howard discusses her concern for the School Budget also, but at this point feels comfortable with the FY25 budget. She is concerned with the FY26 Budget which all are sure will need a Town Override. More discussion will take place in the near future when Superintendent Howard attends a Town Council meeting in reference to this Override.
