MINUTES - Rules & Ordinance – 3/26/25
Present: Hannah Belcher (HB), John Munson (JM), Suzanne Swope (SS)(ex oficio), Jim Letterie
(JM)(ex officio). 
Absent: Rob DeMarco 
 Call to order at 6:37pm 
 HB: will go rule by rule, and submit all motions to the council at once. Tackle 3 at a time 
 Rule 1: Officers 
o SS: Would this be an appropriate place for discussion of the role of VP? 
o JL: No, duties are described in Charter/bring issues to ORC 
o JL Suggests making VP a 2 year term selected by the President 
 HB: can be nominated by TCP, but should be confirmed by a
majority vote 
 Rule 2: Schedule of Meetings and Agendas 
 HB: submission by Councilor Aiello to add section d that outlines a
requirement for a written explanation of any motion submitted that does
not make it on to agenda 
 Provides transparency 
o HB to JL: does timing outlined make sense? 
 JL: needs some adjustments 
o Submission to clerk/TCP by noon on Thurs; Agenda packet
out by 6:30 on Thursday 
o Supplementary materials to be provided no later than 5pm
on Fri 
o HB: should formalize what ’ s in packet 
 Agenda 
 All motions & supplementary materials 
 TM report 
 Correspondence report 
 Additional information (i.e. applications for committees, etc.) 
o Amend section C to include “ after the publication of the agenda ” 
 Rule 3: Quorum 
 HB: strike “ five members ” for redundancy and it will protect rule in the
event of change in composition of the council 
 Motion by JM to adjorn; 2 nd by HB
