Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the meeting minutes from April 29, 2025,
meeting. The motion passed 4-0, with Terence Delehanty abstaining.

Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve the Eastern Bank Statement and
Reconciliation for April 2025 in the amount of $925,971.54. The motion passed unanimously.

Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve the Trial Balance, Cash Receipts, Cash
Disbursements, General Ledger, and Adjustments for April 2025. The motion passed 5-0.

Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve the Retirement System Warrant (Payroll,
Accounts Payable, Investment transfers) for May 30, 2025, in the amount of $532,156.97. The motion passed 5-0.

Voted on a motion by Dylan Cook, seconded by Terence Delehanty, to transfer of funds of $200,000, effective

June 2, 2025, from PRIM to Eastern Bank to cover payroll and accounts payable for June 2025. The motion passed
unanimously,

Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve Donna Moore’s Application for Voluntary

Superannuation Option B, effective June 12, 2025. Donna was an ESP for Winthrop Schools and has 23.5000 years of
creditable service. The motion passed 5-0.

Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve John Rich’s Application for Voluntary
Superannuation Option B, effective July 3, 2025. John was a Lieutenant for Winthrop Fire and has 38.7500 years of
creditable service. The motion passed unanimously

Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve William Wiley’s Application for Voluntary

Superannuation Option C, beneficiary Diane Wiley effective September 2, 2025. William was the Fire Chief and has
34.5000 years of creditable service. The motion passed 5-0.

Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve the transfer of Cynthia Espozzito’s total
accumulated deductions effective May 30, 2025, to the Boston Retirement Board. Dates of service: 11/1 3/2023-9/3/2024.
Winthrop’s 3(8)(c) liability is .7500 years. The motion passed 5-0.

Voted on a motion by Dylan Cook, seconded by Terence Delehanty, to approve the transfer of Laura Opincaru’s total
accumulated deductions effective May 30, 2025, to the Woburn Retirement Board. Dates of service: 10/3/2022-1/24/2025.
Winthrop’s 3(8)(c) liability is 2.2500 years. The motion passed 5-0.

Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve the rollover of Christina DeBonis’ total
accumulated deductions effective May 30, 2025, to Fidelity Retirement. Christina was an ESP for Winthrop Schools. Dates
of service 9/1/2015-6/30/2019. The motion passed 5-0.

Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve the refund of Marissa Bianchino’s total

accumulated deductions effective May 30, 2025. Marissa was an ESP for Winthrop Schools. Dates of service 9/13/21-
6/30/2023. The motion passed 5-0.

Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve the refund of Curtis Dessources’ total
accumulated deductions effective May 30, 2025. Curtis was an ABA Technician for Winthrop Schools. Dates of service
9/7/2023-6/27/2024. The motion passed 5-0.

Voted on a motion by Dylan Cook, seconded by Terence Delehanty, to approve the refund of Sebastien Rome’s total

accumulated deductions effective May 30, 2025. Sebastien was an ABA Technician for Winthrop Schools. Dates of
service 10/16/2023-6/27/2024. The motion passed 5-0.

Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve the refund of Rose Fellini’s total accumulated
deductions effective May 30, 2025. Rose was an ESP for Winthrop Schools. Dates of service 1/27/2003-6/30/2003. The
motion passed 5-0.

Voted on a motion by Dylan Cook, seconded by Terence Delehanty, to approve the refund of Sarah Parham’s total
accumulated deductions effective May 30, 2025. Sarah was employed by Winthrop Library. Dates of service 10/25/2021-
8/15/2022. The motion passed unanimously.

Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve the refund of Robert McGeorge’s total
accumulated deductions effective May 30, 2025. Robert was employed by the DPW. Dates of service 9/03/2019-
01/25/2021. The motion passed 5-0.

Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve the refund of Justin Buckley’s total
accumulated deductions effective May 30, 2025. Justin was employed by the DPW. Dates of service 9/03/2019-
01/14/2021. The motion passed 5-0.

New Business

The next item of business was to discuss the Legal RFP to be issued. The legal contract with Sacco & Collins ends
December 31, 2025. Voted on a motion by Terence Delehanty, seconded by Dylan Cook, to have the RFP’s due back to the
Retirement office by July 17, 2025. The motion passed 5-0.
