BOARD OF REGISTRAR MEETING MINUTES OF SEPTEMBER 3, 2025

Town Clerk called to order the meeting at 11:00 AM in the Harvey Hearing Room

ROLL CALL
Board of Registrars: Paul Reardon, Jim Gallagher, Denise Mahoney
Attorney for the Petitioners: Attorney Michael Walsh
Attorney for the Board of Registrars: Attorney Cipoletta
Town Clerk, Denise Quist

Town Clerk directed Board of Registrar Paul Reardon, who requested this meeting to open and proceed,

Attorney Walsh opened argument that the Clerks decision to object to the Recall Petition due to the number of
insufficient signatures could be misinterpreted and requests the Board of Registrars to reconsider the Clerks decision

Diana Viens discusses that the Charter doe not state “registered” voters

Paul Reardon, serving on the Board of Registrars, stated that he appears to be siding with the Petitioners. He noted that
while one section of the Charter refers to “registered voters,” the section outlining the number of petition signatures
required does not include that same reference, making the Charter language appear inconclusive.

Denise Quist, Town Clerk states this is why there is a “definition page” for discrepancies as this that might appear in
the charter. In the Charter section 1-9 the definition of a “voter = registered voter”

Attorney Cipoletta stated that the Town Clerk made the call in line and in compliance with the Charter and cautions
the Board of Registrars, an administrative board, of their decision being constitutionally valid.

Paul Reardon continues to disagree and discusses the motion to be made to the other board members...

Motion by the Board of Registrars to accept the appeal of the matter of the Petition to Recall Max Tassinari
and override the Clerks decision to object the signatures of the petition and approve this question to go on the
11-4-25 ballot

intended to cast their vote)
