Winthrop Board of Health
Meeting Minutes for September 15, 2025
Harvey Hearing Room, Town Hall
Meeting called to order at 3:30 PM
Members Present: Chair Christine Reilly, Jeanne Maggio, Mary Lou Cooney
Minutes from the Board of Health meeting of September 15, 2025, were read and unanimously approved.
Director of Public Health and Clinical Services Update: No update.
Commissioner of Inspectional Services Update: No update.
Past Business:
Injection Application (Botox): Nichole Connors
The mother of Nichole Connors, Ms. Celia Spinazola, who owns the proposed business property, came in to discuss outstanding issues. The name on the application has been changed from Nichole Connors to Lisa Lopes. Ms. Spinazola was informed that certain required documents were not attached to the email from Ms. Connors’ attorney. The complete list of regulations had been sent to Ms. Connors.
Missing documents from Ms. Lopes:
CORI
Medical disposal waste license. Currently, the waste disposal contract is with Ms. Connors, not Ms. Lopes.
Proof of liability insurance
CPR and first aid certificates
Certificate of successful completion of a course on bloodborne pathogens.
Hepatitis B vaccination.
Chair has again requested clarification from the State of Massachusetts regarding ADA compliance of the proposed property. Under Town building codes, the regulation does not apply, but it does apply under Board regulations. Chair’s email to the State will be forwarded to the Access Committee.
Ms. Lopes was contacted by cell phone and was put on speaker. The Chair explained the missing documents. Ms. Lopes took Sharon Sicurella’s details and will send Inspectional Services scans of the documents. When all information has been received by Inspectional Services, a special meeting can be called, with a five-day notice.
New Business:
Gas-powered leaf blowers:
Many cities and towns in Massachusetts have initiated gas blower bans. Usually, these are initiated by town councils, not boards of health. It can start with residential bans, and then gradually to business bans. The Board will investigate to see if there is a committee within the Town Council that deals with this issue.
Cons: Landscapers may not be able to afford new equipment. How would a ban be monitored? Electric devices are not as powerful.
Pros: The device makes a lot of pollution. The noise is toxic. It blows dirt and feces into the hair.
Bespoke Events “Girls Night Out” event:
The event features Botox, tattoos, and piercings. These kinds of events are not allowed by the Town. Licenses are needed, and the physical environment needs to be set up in a specific way and inspected. They need a specific handwashing sink for each practitioner. Based on the lack of adherence to regulations, the Board will notify Bespoke Events that they cannot put on the event. The Board will ask Sharon Sicurella of Inspectional Services for the best way to communicate. If there are questions, Bespoke Events will be asked to meet with the board. This decision was unanimous.
Proposed Agenda Items for the Next Meeting: None.
Next meeting: October 14, 2025
Adjournment at 4:02; approved unanimously.
Respectfully submitted,
Christine Reilly,
Chair, Winthrop Board of Health
