Purpose: Set or review the high-level direction for public health, safety, and public works in Winthrop for the next 3-5 to
years; align committee oversight priorities with town council goals. 
Questions: 
• What are the top 3-5 strategic risks and opportunities facing Winthrop in public health safety and works over the
next 3-5 years? 
• How do current departmental plans parentheses health safety police fire DPW Emergency Management aligned
with town council strategic goals? 
• Where are the resource gaps (funding, staffing, equipment) that could prevent strategic objectives from being met? 
• What external trends (climate impacts democratic shifts regulatory changes) should shape our strategy? 
• What metrics should the committee track to judge progress on strategic goals? 
Potential outcomes the committee can pursue 
• Adopt a prioritized oversight agenda listing 3 strategic focus areas for the year. 
• Recommend a cross departmental strategic alignment review to the council. 
• Request baseline strategic plans and risk registers from relevant departments for future monitoring . 
• Define 4 to 6 high level performance indicators the committee will review quarterly.
