Winthrop Board or Committee Public Body Minutes Councilor Millar, Chair Councilor Dimes, Member Councilor Romano, Member Name of Public Body: Rules and Ordinance Date & Time of Meeting: Tuesday, March 31, 2026 6:30pm Location of Meeting: Harvey Hearing Room In Attendance: Councilor Dimes, Councilor Millar, Councilor Romano Town of Winthrop DPW Director Steve Calla AGENDA • Motion for New ordinance Chapter 8.37 – Land Disturbance and Erosion Control • Motion by Councilor Romano- Multiple member body meetings that have Zoom or other virtual attendance capabilities posted to online hosting or town website Called to order at 6:30pm by Councilor Millar Roll Call Attendance: Councilor Millar, Councilor Romano, Councilor Dimes, present Motion for a favorable recommendation to approve New Ordinance Chapter 8.37 Land Disturbance and Erosion Control. Discussion: Director Calla discussed the Ordinance being mandatory per DEP for the handling of stormwater runoff on projects exceeding one acre. We are currently out of compliance. The due date to add this ordinance was June of 2025. Favorable recommendation made by Councilor Dimes. Vote 3-0 in the affirmative. Motion for a continuance for motion submitted by Councilor Romano: Multiple member body meetings that have Zoom or other virtual attendance capabilities posted to online hosting or town website. Discussion: Need to verify whether we the capability, the storage and access for the Zoom recordings. Councilor Millar to confirm with Town Manager Marino and Town Clerk Denise Quist the additional information needed to move forward with this motion. Discussed the possibility of creating a Town of Winthrop YouTube channel for recordings or if WCAT would be willing to do this for the town in addition to the other zoom recordings they post. Need to confirm whether this motion falls into Rules and Procedures or Rules and Ordinance. Motion to continue by Councilor Romano. Vote 3-0 in the affirmative. Other Discussion: Biweekly meetings will be conducted by the Rules and Ordinance committee while agenda items are being continued. Councilor Millar distributed to the committee a 2-page document on Procedures for Small Committees for review and reference. Use Variance will be added to the next agenda for discussion. Motion to adjourn by Councilor Romano. Vote 3-0 in the affirmative.
