MOTION

Submitted By: Councilor Tassinari Date: May 10, 2026

Motion for the council to approve the following proclamation recognizing June 19", 2026, as
Juneteenth National Independence Day in Winthrop.

PROCLAMATION

WHEREAS, Juneteenth, federally and locally obsetved annually on June 19th, commemorates the
day in 1865 when enslaved Aftican Americans in Galveston, Texas, were informed of their
freedom—more than two years after President Abraham Lincoln issued the Emancipation
Proclamation; and

WHEREAS, Juneteenth is recognized as the oldest nationally celebrated commemoration of the
ending of slavery in the United States, and stands as a symbol of the long and continuing struggle for
racial equity, justice, and the celebration of African American culture, heritage, and achievement; and

WHEREAS, the observance of Juneteenth is an opportunity to learn, contemplate, and reenergize
the values of community, cooperation, and inclusivity, which are cornerstones to the Town of
Winthrop; and

WHEREAS, the Town of Winthrop celebrates the diversity in our residents and recognizes that the
impact of our African American neighbors on the vibrant fabric of our community is indelible and
deserving of recognition, acknowledgement, and commitment to ensure continued equality for all;
and

WHEREAS, the Town of Winthrop recognizes the importance of acknowledging this significant
date in American history and affirms its commitment to fostering a mote inclusive, unified, and
just society;

NOW, THEREFORE, be it resolved that the Winthrop Town Council does hereby proclaim June
19, 2026, as Juneteenth National Independence Day in the Town of Winthrop; and

BE IT FURTHER RESOLVED, that in honor of this day, the Juneteenth flag shall be flown at
the E.B, Newton Cultural Center in accordance with Town Ordinance on Friday, June 19, 2026, as
a symbol of remembrance, celebration, and unity.

To whom it may concern:

| am writing to you today to express concerns that many Winthrop residents have about the
proposed MBTA bus route changes, particularly those residents who live beyond the
Winthrop landing, a part of town that is known as Point Shirley. Currently the 712/713
routes directly serve Point Shirley and much of Winthrop, connecting residents to Orient
Heights and the Blue Line. Existing buses already run roughly every 30-60 minutes on
weekdays depending on the time of day. The MBTA redesign proposal claimed replacement
routes connected to Revere would improve frequency to every 30 minutes or better.
However, many residents were concerned the redesign would reduce direct coverage in
Winthrop and push service farther from Point Shirley residents.

Winthrop’s geography makes public transit especially important because the town is
isolated and many residents rely on buses to reach the Blue Line, jobs, schools, and
medical care. For residents near Point Shirley, moving the practical endpoint to the
Winthrop Landing creates longer walking distances and less accessibility. These residents
at Point Shirley already live in the most remote part of town, so they rely on bus service and
public transportation the most. If these changes would go through, the MBTA would be
abandoning thousands of Winthrop residents. The increased frequency this proposal gives
is not as helpful if buses no longer reach the neighborhoods that depend on them most.
The 712/713 routes have historically been described as a “lifeline” for Winthrop residents
because of the town’s unique geography and dependence on transit access. There has to
be a better way where we do not abandon some residents in favor of others.
