Winthrop Board or Committee Public Body Minutes Councilor Millar, Chair Councilor Dimes, Member Councilor Romano, Member Name of Public Body : Rules and Ordinance Date & Time of Meeting : Wednesday, May 27, 2026 5:30pm Location of Meeting: Winthrop Town Hall Gathering Room Called to order at 5:30pm by Councilor Millar Roll Call Attendance: Councilor Dimes, Councilor Romano, Councilor Millar, present AGENDA Motion by Councilor Dimes to take item out of order, 2 nd by Councilor Romano , all in favor . New Ordinance 8.20.071 Motorized Scooters/Electric Bikes Discussion: Lt. Bettano present. Goodwin & Bettano went over the motion. Ebikes & Scooters belong only in the bike lanes and streets. Need to add no sidewalks to motion. Landscaping equipment & construction equipment should be exempt. Most of the riders are kids. There needs to be enforcement. 1 st offense, etc. to the parents. Section 50 enforcement & fines needs to be added. Rewrite and add section 50 and then send it back to council. Councilor Millar to add reference to general law in the motion. Motion to continue by Councilor Dimes, 2 nd by Councilor Romano , all in favor. Public Comment Opened @ 5:41pm Patrick Costigan : concerned about existing bikes that have been purchased and possibly be their only form of transportation. Jack Dowd : language that requires helmet, gloves, etc. concerned about the safety and the use of protective equipment. Karin Chavis : spoke about MGL requirements around the moped and the scooters. Required equipment and driver ’ s licenses and hours of operation. Marty Finn: spoke about the video he sent to Councilor Millar. Public Comment Closed @ 5:53pm Ordinance amendment 17.52.030 Use Variance: Discussion : Motions have been submitted by President Letterie, Vice President Swope, Councilor Tassinari and Chris Aiello. All motions will be reviewed. There will be a joint meeting for BOA & Planning Board. Councilor Millar read the amendments of the use variance and new language. Motion made by Councilor Romano, 2 nd by Councilor Dimes all in favor to send back to council with a positive recommendation Review of Town Council Rules & Procedures: Discussion: Waiting for packet to come back from the previous R&O Committee. Discussion of what order the committee will review the rules & procedures in and how many at a time. Committee members will review will packet first. Motion to continue by Councilor Dimes, 2 nd by Councilor Romano , all in favor. 2 nd public comment period added & opened at 6:04pm. Karin Chavis : went through the town council rules & procedures and suggested we go through the committees and confirm. Rule 11 decorum public & council the way the councilors address each other, needs to be formally addressed. Decorum needs to be tightened up. Jack Dowd : wants to know what Councilor Dimes is doing on her laptop and will be asking for a public record of what Councilor Dimes is doing on her laptop.
