NEW BUSINESS
Town Council Review and Vote on Massport PILOT agreement
Town Manager Marino discusses the Massport Pilot along with a presentation
Please see Presentation on the Town Website
• Councilor Costigan believes we should have negotiated to increase the numbers. Does not feel the Council
had adequate time to review, but are now in a predicament that we must vote on this agreement.
• Councilor Tassinari thanks Councilor Costigan especially for the health concerns with the ramifications of
the active airport, but let’s not forget this is a PILOT Program, we can tie the next mitigation agreement
with the current parking garages being constructed. We must focus on this agreement.
• Councilor Millar believes there is a misunderstand between a pilot program and a contract and it is not up
for negotiation and wishes there was more time to discuss but believes these numbers are very beneficial.
• Councilor Dimes believes a 42% increase is beneficial and grateful we received this amount.
• Councilor Romano is concerned that this increase will not keep up with inflation and hopes that in the
course of the 15 years we get a fair rate. This could be the best, but he would have liked more time to
review.
• Councilor Reardon discusses the relationship with the Town and Massport. He feels once this pilot goes
through wants them to follow up with their agreements.
• Councilor Finn agreed with all and pleased this program was agreed upon.
• Vice President Swope feels this is not the best deal but thanks the Town Manager for his hard work and
negotiations. She does not think Massport is acting fair with these numbers.
