Winthrop Board or Committee Public Body Minutes Councilor Millar, Chair Councilor Dimes, Member Councilor Romano, Member Name of Public Body : Rules and Ordinance Date & Time of Meeting : Wednesday, June 25, 2026 5:00pm Location of Meeting: Winthrop Town Hall Harvey Room Called to order at 5:00pm by Councilor Millar Roll Call Attendance: Councilor Romano, Councilor Dimes, Councilor Millar, present AGENDA Commercial Parking : Councilor Romano does not support discussion of the matter. Motion to submit to council a request for the Town Manager to secure a townwide parking study. Motion by Dimes 2 nd by Romano all in favor Public Comment Opened @ 5:02pm Jack Dowd, Precinct 4 wants Millar & Dimes removed from council. Will do whatever it takes to have Millar & Dimes removed. Mark Sennott, Precinct 2 concerned about the amount of pavement on private property. Suzanne Swope is concerned about commercial on street parking. Hannah Belcher, Precinct 2 there should be commercial parking limit on axles & GVW and should park within a reasonable distance from your home. Karin Chavis, Precinct 2 does not believe commercial vehicles belong on residential streets but believes that if there is a commercial plate policy that size/weight and residency all need to be looked at an enforced. Pat Costigan, Precinct 1against commercial parking in the street. There is already a parking problem in town, concerned about abuse. Jack Dowd, Precinct 4 enforcement is already not being met. Residents with commercial plates need to rent a space off street. Paul Reardon, Precinct 5 against commercial vehicle parking and enforcement problems. Public Comment Closed @ 5:26pm Town Council Rules & Procedures 1-4 Discussion Councilor Millar wants to submit everything all together to council as a package. Councilor Romano disagrees. Motion submitted by Councilor Romano for Rules 1-4 changes to go back to council with a positive recommendation. Vote: Councilor Romano: yes Councilor Dimes: no Councilor Millar: no DOES NOT PASS Discussion of Rule 2B. Rule 2D why it ’ s rejected. Rule 4 – Order virtual attendance definition & limits if any. Expanding on the Order of Business. Open forum for councilors, 2 minute limit per councilor. Expand the Town Manager Report. Expand of correspondence, what it is. Motion to adjourn all in favor .
