EEA# 16125-TOWN OF WINTHROP An Environmental Notification Form (ENF) has been submitted to the Massachusetts Environmental Policy Act (MEPA) office for this project. The first 3 pages of the ENF may be found at this link. A copy of the complete ENF submittal may be requested via the project contact listed below (Mark Manganello). The project includes installation of the following elements: subsurface drainage infrastructure, a two-million-gallon underground storm water storage tank, and a subsurface pump and force main that will direct water to a new outfall at Donovan Beach. The new outfall will replace an existing undersized outfall and will consist of two 36-inch diameter pipes. The project will also replace an existing, malfunctioning tide gate with a new tide gate. As described in the ENF, the project will alter the following wetland resource areas: Coastal Beach (14,151 sf temporary/1,021 sf permanent), Land Containing Shellfish (14,151 sf temporary/1,021 sf permanent), and Land Subject to Coastal Storm Flowage (15,713 sf temporary and permanent). Approximately 181.7 cubic yards of sediment will be dredged and backfilled around the new outfall pipe to restore the existing grade. The project requires a Chapter 91 (c.91) License and 301 Water Quality Certification (WQC) from the Massachusetts Department of Environmental Protection (MassDEP). It has received Financial Assistance in the form of a grant from the Office of Coastal Zone Management (CZM) and is seeking funds from the Municipal Vulnerability Preparedness (MVP) program. The project meets/exceeds the following MEPA review threshold: 301 CMR 11.03(3)(b)(6) — Construction, reconstruction, or expansion of an existing solid fill structure of 1,000 or more sf...provided the structure occupies flowed tidelands or other waterways. A consultation session will be held to receive advice and comments from agencies, officials, and citizens regarding which environmental issues, if any, are significant for this project. Opinions as to the extent and significance of possible environmental impact will be welcome. The meeting is scheduled as follows: Date: Thursday, December 5, 2019 Time: 1:00 PM Location: Meet at Donovan Beach, Pleasant Street, Winthrop Project Contact: Mark Manganello, LEC Environmental, (508) 746-9491, mmanganello@lecenvironmental.com Comments on the project will be welcome in writing on or before December 12, 2019. A Certificate on the ENF will be issued on December 23, 2019. We encourage using the recently launched MEPA Public Comments Portal as the primary way to submit comments. We will continue to accept comments submitted via mail or email. Information on how to submit comments may be found here. Pursuant to the requirements of the Americans With Disabilities Act, this Meeting Notice is available in alternative formats upon request. Questions on the meeting may be answered by contacting Page Czepiga, Assistant Director, at (617) 626-1021. It should also discuss the infrastructure requirements of the project and the capacity of the municipal and/or regional infrastructure to sustain these requirements into the future. Describe the on-site project alternatives (and alternative off-site locations, if applicable), considered by the proponent, including at least one feasible alternative that is allowed under current zoning, and the reasons(s) that they were not selected as the preferred alternative: See Attached Report NOTE: The purpose of the alternatives analysis is to consider what effect changing the parameters and/or siting of a project, or components thereof, will have on the environment, keeping in mind that the objective of the MEPA review process is to avoid or minimize damage to the environment to the greatest extent feasible. Examples of alternative projects include alternative site locations, alternative site uses, and alternative site configurations. Summarize the mitigation measures proposed to offset the impacts of the preferred alternative: See Attached Report If the project is proposed to be constructed in phases, please describe each phase: The project will not be constructed in phases.
