new 3’x3’x16” footings in basement, and demolish existing roof and replace with 100% flat low slope roof. PROJECT
LOCATION: 329 Shirley Street, Winthrop, MA.
Mr. Chicos explained that this hearing was continued in order to rectify issues with the property owner being listed on the
application paperwork. The Commission asked questions regarding the footings and slope of the roof; Mr. Chicos described
that the footings are required as the building is structurally unsound, and that the location of roof runoff will remain the
same.
MOTION to close the hearing and issue a negative Determination of Applicability with conditions: Julia
Howington; 2 nd the Motion: Stephen Machcinski; UNANIMOUS VOTE.
7:35 CONTINUED PUBLIC HEARING – Patricia Hames – Notice of Intent to install a drywell, driveway, and retaining
wall. PROJECT LOCATION: 70-72 Pleasant Street, Winthrop, MA. DEP # : 082-0485.
Ms. Hames described the updated narrative, and co-owner David Hibbard attended via phone to answer questions. Ms.
Hames and Mr. Hibbard explained that the project is no longer connected to 60-62 Pleasant Street, and that the retaining
wall was already constructed on that property. Mr. Hibbard described the design and construction of the driveway, including
details of the dry well. The Commission voiced concerns that the narrative and verbal descriptions of the work were
inconsistent, and that no plan delineating wetland resource areas and erosion controls has been submitted. The Commission
requested written documentation of the details verbally described by Mr. Hibbard, as well as a construction plan for the
driveway and drywell.
The hearing will be continued upon the receipt of the requested information.
