GENERAL INFORMATION & RECOMMENDATIONS
——SM A ION & RECOMMENDATIONS
Water & Sewer Rates
Town Manager Faison discussed increasing water rates in the past to cover our budget. Feels at this time, .75
cents will do.
1) Brought tiers, block rate, bring in a consultant to help set the rates. Single multi, condo’s commercial,
look for more equity. We are trying to splice so we will get closer to all paying fair share. Will be
explored.
2) Storm water fee will have to be discussed, this comes from the DEP, deals with water that makes it way to
ground soil. We have too much storm water making it into the sewer lines. Not just Winthrop,
nationwide problem. This is something community will have to explore in the near future.
Assistant Town Manager/ CFO Anna Freedman states that increase will be for the August bill 2020.
Vice President Letterie states does not enjoy raising rates. If you look down road and charge others for using more
water do not discourage from using water. We do not want our usage going down. Asks if our lost water 20% is
the same, do we know the number better and where coming from. MWRA would like it closer to 10%.
DPW Calla: States unaccounted water will be better determined at year end. There are 1/3 left of new meter
replacements to be done, this will help with determine the use. Supply valve should help with the potential of
theft. As aggressive there is still a large % of system that is still 75% + old. There are no irrigation systems that
aren’t metered. Not billable usage but accounted for. This will allow a better accuracy of counting for the
unaccounted.

FY19 Police & Library Union Contract
Town Manager Faison has come to an agreement on FY19 MOU for WPD & Library union contracts. No motion
needed , the authority is with Town Manager Faison Office and will be funded through current funding.
With these MOU we are clear of FY19 all union group contracts, base change of 1.5%
Now at table with some unions in the very near future to propose with COVID 19
Council President announces as of Friday night, outside seating has been approved and any liquor Licenses to any
additional seating has been approved by the Board of License and it is great that these businesses are hopefully
beginning to have a financial boost.
Also, States, COVID Social Distancing must still be used!

Councilor Christopher thanks all for their hard work and how important to the Town.
He has question on the Fort Banks Study and asks if this has to be done as we have information on prior study.
Chair Wynn, discusses that more information has been pertained to this study and it should be reviewed and if
questions are answers of if the study helps, the funding could be affected.
The Town Council Auditor has also issued a report that will be attached to these minutes in reference to the FY21.
TOWN COUNCIL MEETING MINUTES OF JUNE 16, 2020 PAGE 2
Karin Chavis discusses the past budget and the numbers that were in the red and is 100% against hiring any
Planner. Suggests that a placeholder is put in for next FY22. Health and inspectional services are in greater needs
of funding. Please think about all amendments made by the Finance Commission prior to voting on final FY21
Budget.
DPW Director Calla thanks the Finance Commission but comments on the recommendation of vehicle
maintenance budget reduction. Grants did help with new vehicles but there are 40 registered vehicles of which 25
are still high in age. Wants to be cautious of pulling back on this line item as vehicles are in need of maintenance
to keep in good condition.

Discussion
Councilor Christopher respectfully opposes this as the town has been fighting for a Planner and would go with the
Town Managers recommendation
Town Manager reports that the town has wanted a Planner and Grants Manager since he began his roll as Town
Manager, intent is not to add a position but to shift funds to give the town what he thought they wanted. He is
trying to consolidate funding “in house” to work with what the community wants. This could free up money for
town if it has a grants manager
Councilor Flockhart feels planner roll is very important
Councilor Ruggiero is for the 6 mos. Planner

PUBLIC COMMENT
Nancy Dalrymple P6-Discusses her request of reconsideration on her request to not retire at 65 and had asked the
Town Council to reconsider. She feels that she was not treated fair and it is not too late for the town to reconsider
her request.
Council President disagrees on her comment that he sent her information that someone should be promoted.
Also, he does not feel that he should reconsider due to the last vote on the original motion.
