She had walked the area with Director Steve Calla and does not feel that the area is at all what has been discussed. These parking easements are insufficient. On school side is an environmental spring and then the fence around DPW yard is fully used and the gate at other end of Governors Park and that empties out onto Winthrop Banks and Morton St. between parking spaces and gate, the road would have to be re built to serve. Estimated Cost could be $300-$400,000 dollars. Other road would open to Golden Drive, which is not acceptable. Director DPW Calla proposed another solution and that to renovate the Gorman School could be the new Public Safety Building and build a new elementary school on the site of the Middle School and sell the now Police and Fire Station land. ***Public Safety Committee is not further pursuing this road. Council President states that the Committee was tasked with finding a way to make an access road, get a cost and negotiate with Governors. The possibility of those two projects mentioned would run close to $180,000 Million. Request committee to come back with costs, designs Councilor Christopher question he had is how is this an easement and how would this connect a road. To be a true easement it must connect something. If there was an easement for an emergency road through Governor’s Park, | hope we did not pay for it, because what we received for it was the right to use two parking spaces on their side of their fence. These parking spaces would be insufficient for a road and on the school side of the fence is an environmentally significant stream, which Steve and | assume would require environmental permitting. On the school side of the stream is the fence around the DPW yard which is currently fully used for vehicles, supplies, and eventually to be reused construction materials. There is a gate at the other end of Governor’s Park property that empties out onto Winthrop Street and thus to Banks Street and Morton Street. Between the parking spaces and that gate is a parking lot road which would have to be rebuilt to adequately serve significant daily traffic and snow plows. Steve estimates that the cost of that road would be about $300,000 to $400,000. The current emergency road is on the other side of the school and exits through the senior housing on Golden Drive, which would not be acceptable for a regular route out of the school. Steve proposed another solution, which | like, and would solve a lot of problems but would present its own new ones. That is to renovate the Gorman Fort Banks School for our needed Public Safety Building, build a new elementary school on the site of the old middle school, and sell the sites of the current police and fire stations to a developer for housing. We would still have the second parcel on the middle school site to build something. And if we could obtain the property between the police and fire stations we would have a substantial site to develop. Moving the elementary school to the center would drive traffic to the center and be a convenience to parents with children in both elementary schools along with solving our traffic problem on Revere Street. The Public Safety Committee is not pursuing further the egress road at this time. We will look into the easement that was negotiated with Governor's Park.
