It is time to open the library, if all retail stores can be open, the library can too, it is a tremendous help to our children. Town Hall may not have been open, but they were addressing the public. Disagrees with President Boncore, thought School Committee meeting went well with in person and zoom. To compare the Town of Winthrop to Texas is irresponsible. As far as schools being open.... all our children should be going back to school on April 5", including the high school students. Shannon Poulos-Reads her entire letter written for correspondence. Only 1 Town Council made a comment at the School Committee Meeting. It is time to put pressure on the School Committee to get our children back in school. Karin Chavis going back to the budget.... discusses the funds to hopefully have a balanced budget. Certain deficits $933,633 is what we are staring our FY22 budget. Are there more surprises that will be added to this budget? All these figures of line. Kathleen Cappuccio-Follow up with Councilor Lotteries’ statement that process is irrelevant, it is not.... she has been asking for certain documents and at this time the trash contact expired June 30, 2020.... where is contracting between the town and Capitol Waste for June 30, 2020 until July 1, 2021. This increase is based on the annual change in the Consumer Price Index (CPI), but not more than 3%. If the CPI is less than 3%, the Retirement Board may vote an increase up to 3%. Attached is the funded status from the most recent valuation (January 1, 2019) of the plan and the current funding schedule. This information includes an assumption that future COLAs will be granted at 3% on the first $12,000 of annual retirement income. It is estimated (based on a study by the Board’s actuary) that an increase in the COLA base from $12,000 to $13,000 would increase liability by about $500,000. Under the current funding schedule (4% annual increasing contribution and a target date to pay off the unfunded liability by FY2030), this is estimated to increase the Town’s FY2022 contribution by about $60,000, increasing to $80,000 in FY2030. In FY2031 , the increase in contribution would be about $18,000, increasing, under the actuary’s current assumptions, by 4.5% per year going forward. It is important to note that all projections (including the FY2030 target date for funding the current shortfall) are subject to change based on actual experience (investment, demographic) The change to a $13,000 base would be permanent. Currently, approximately 75% of the state’s retirement systems use a COLA base of at least $13,000. While the committee was specifically discussing the conditions along this section of Shirley Street, similar conditions exist in many other areas of town. The committee mentioned that it is The committee realizes that a development was recently approved for this area that requires the use of on-street parking in order to meet the potential needs of its occupants. While we are not looking to change this or any previous decisions that have been made in this regard, we are asking that things be looked at differently moving forward. It would be beneficial to all involved if the ability of a neighborhood to absorb the additional parking needs was taken into consideration as part of the process. Page | 1 TO: Austin Faison, Town Manager From: Michael Diluiso, Acting TSAC Chair RE: Report on the Summer 2020 Point Shirley Resident Parking Pilot Date: March 3, 2021 As you may recall, the Transportation Safety Advisory Committee was asked to review the Point Shirley resident parking pilot that was in effect during the summer of 2020. This item was on the agenda for five TSAC meetings, including two public hearings to solicit public input. Additionally, the committee solicited written public comment through late December. This document is prepared as a report of that input, the discussion of the committee, and the conclusions and recommendation the committee came to as a result. The committee asks that this report be forwarded to the Town Council after your review. At the outset, it is important to note that TSAC was not involved in preparing the pilot program. Instead, it was handled by the Council’s Public Health and Safety Committee. However, several members of TSAC were involved in the implementation of the program in their individual roles outside of the committee. It is also important to remember that the pilot allowed for all Winthrop residents to park within the restricted area, not just residents of Point Shirley. Overview of Pilot The following information was presented at the outset of the hearings, and is a short review of the pilot program, ticketing efforts, and the public comment process. Page | 1
