PUBLIC COMMENT

John Vitagliano reports on Massports safety project on end of terminal 927 that includes overflights, this could
have quite an impact on Winthrop and especially Point Shirley. This is a new safety requirement not only for
Logan Airport but for all airports.

Vice President Christopher asks what is the purpose of this project?
John Vitagliano reiterates, it is a safety precaution

-Kathleen Cappuccio reports on the Agreement with Austin Faison and there is an error on the date, it should have
read Jan. 2022 not Jan. 2023.

-Todd Sacco-Refers to the agreement and is disappointed that it was not picked up

-Jack Dowd-Comment on the tennis courts and other matters .. He read a few years ago in the Transcript that the
Tennis courts were going to be removed for a parking lot. He talked to former TM McKenna, of which he
determined this land was undocumented town property. After a long discussion with citizens, new tennis courts
were built. He cannot find anywhere of undocumented town property. He reads from notes on different
documented comments made on town land...he proceeds to compare this issue with Ingleside Park.

He refers to pages to be noted in minutes of meeting and would like response to be included on our next Town
Council Meeting.

disposition, property is located on Veterans Rd. adjacent to a building across from playground and in between the

according to our Ordinance, we must declare it ready for disposal, get appraisals, then put out under an RFP
Process and have people respond to it.

TOWN COUNCIL MEETING AUGUST 3, 2021, PAGE 2

REP on Middle School...is in discussion with a developer and will be bringing forward a motion to fund this RFP...
soil testing... traffic study... etc...

Ferry, understandably people are passionate...we can balance from receiving grants but never put plan in place of
grants going away...at this time he has no commitment letter from DOT, he has been told we might receive some
funds with conditions... he can see if at that time we can keep Ferry running

He has not billed Quincy yet but has this ready.

Councilor Letterie reports this is an Enterprise Fund; it must be self-reliant in its own funding.

We must ask, how are we going to do this next year...the state is not funding anymore...

The Ferry has never been self-sufficient ....it has always been through grants...urge all to review the Ferry update
and note that it has not been self-sufficient.

Councilor Letterie states we put in $450,000 and the towns people are responsible for these cost.... we must be
aware of these costs on our budget...

Discussion

Councilor Letterie, the ownership remains with the town, this is just to maintain ownership, it will still be
discussed on

DPW Director states they have never maintained these tennis courts and he does not have manpower or is it in is
budget.

Interim Town Manager realizes, and this will not be all through the DPW.

Councilor Ferrino states this is just normal maintenance, grass, weeds, etc.

Councilor Letterie states we must come up with a plan to maintain the assets that we have. We know and have
discussed that DPW does not have personnel. Interim Town Manager agrees, there is a maintenance plan that must
be addresses

12, PUBLIC COMMENT
Jack Dowd discusses the tennis courts drainage being maintained
Discusses the Ferry, he would like to know the figure, per taxable year?
Councilor Letterie reports that there have been no monies coming from the tax payers.
If next year it cost estimated $200,000 how much would taxpayers have to pay? Jack broke down it could be
approx. $30 per taxpayer
Discussed, Ingleside Park capacity of storage tank will be over | million gallons, he was at presentation in
2019 and it was going to be a 2 million gal of storage, projected cost $15,000,000. Now asking for a loan of
$9.9, if using same plan, where is discrepancy coming from ?
President Boncore states he should attend the Finance Committee report for most answers.
DPW Director states a feasibility study was done, and this changed what could and what could not be done,
there is engineering has not been covered in this funding of $9.9.

Interim Town Manager clarifies we are asking for a loan authorization, if this is not processed, we will lose,
and it will go to another community.

Kurt Millar discusses with the grants that we have received have not included maintenance, asks Town
Council, before we accept this money, figure the maintenance, sometimes the grant money we get cost us
more due to future money we must maintain these items.

States the Town has funded the Ferry close to $700,000 of taxpayer money. Finding it difficult to find
funding on Ferry? Interim Town Manager states this information is online under the Ferry Budget

Karin Chavis asks what SRF means... (State Revolving Funds) as far as Ferry, she believes the Ferry should
be shut down., no ticket sales will help. Kurt Millar is correct as for the funding that the town did invest.

Discusses Miller Field and brought to the attention that there is a Hump in the back zone and track?
People are hopping fence behind filed.
Tennis Court update, they will be a walk through and should be ready.
