He well deserves and thanks retired Chief Flanagan for his last years of service. Interim Town Clerk, Denise Quist swears in Captain Wiley in as Acting Fire Chief. Our new Fire Chief accepts this position with his thanks and acknowledgement to many who are involved in his life. 5 Minute Recess PUBLIC HEARING PUBLIC COMMENT Karin Chavis asks about Ferry and E. Boston opening their own....they are only charging $5 dollars...there has been discussion of doing away with the Ferry, would like an update on this. There has been no discussion until tonight about a new public safety building? Has there been any thought on this? Is this going back to engineering for review? Asks about the cost of the new Vocational School....we do not have to vote yes, but if we don’t it will be an automatic yes...it will go to ballot and has to be 50% of the communities If it passes, the town will be in debt. For $261,842 30 years... Jack Dowd —Bad call, could not hear Vasili Malios-CBD Construction work has been fantastic and Somerset especially. Problem on Pleasant St is no signage and could the town look into the light up crosswalks to promote a safe walking travel to the Center? TOWN COUNCIL MEETING OF OCTOBER 5, 2021 PAGE1 Julia Wallerce-Calling about crosswalks and safety improvements in the center...please support towns effort to take advantage of many grants available for our community....understands no such thing as free money....cost of doing nothing , cost more than what a grant would be. Upsetting incidents on our streets, low cost improvements can help. Don’t just focus on the heavy hitting projects... Robert Carroll P6- Watched Interim CFO Cirillo budget report and was surprised and disappointed about what was proposed for grant programs...it’s as if he states grants are bad? Town is already challenged each year with our budget....town school has no band...due to no grant funding, it is really important to support our schools. The Ferry grant is an Enterprise fund and it has not received support from Tax Payers, funds from the State, Quincy & Boston Seaport has balanced the books...tickets sales lower, but if using grant money, it will not hit Winthrop taxes...not cost taxpayers anything....it keeps cars off the road... Winthrop cannot afford to say no to free money....we do not have the tax base... Urges Winthrop to keep on going after these grants... COMMITTEE REPORTS Councilor Letterie....discusses 4 items on agenda- -Town Council appropriate $90,000 from the FB Reserve of Overlay Surplus Account to Assessors Consulting Line-this will be voted with a Positive Recommendation -Inspectional Services Fees is accepted -Town Council appropriate $86,000 for the Dog Park/Golf Shed Project -Dog Park Golf Shed...has already been approved...Total Cost approx. $540,000. Miller Field Committee put up $275,000 The Winthrop Foundation put in $100,000 --- - -Town Council Voted to match the Winthrop Foundation $25,000. A balance of $140,000 is left.....still looking for potential funds that might come from the Miller Field Committee, doing further review as it leaves a balance of approx... $71,000 of small line item balances, The motion coming out of Finance will be amended from $86,000 to $71,000; this will still leave a balance of approx... $80,000 to complete the project. Think there is potentially $25,000 coming from the Miller Field Committee. -Town Council appropriate $20,000 from TC Reserve for the search of a Town Manager This will begin the process of the beginning of a Town Manager Search Committee. Motion will be amended from taking $20,000 from the Town Council reserve to taking it out of the Town Manager Permanent Salary Line Item. Joint Finance Committee and Rules & Ordinance Will pass with a Positive Recommendation that the Town Council adopt the new Fee Schedule for the Inspectional Services Fees Public Safety Did not have a meeting but did receive an email with potential opportunities for funding for the access of the Fort Banks School from Governors Drive. Councilor Flockhart spoke to our planner, Rachel Kelly about this and she does not believe out project qualifies for this but will review other prospects but stated the town would have to do a traffic study and design to be able to apply. Interim Town Manager Delehanty states there has been a traffic study on this and they are on the website for review. Councilor Flockhart asks if these would suffice for an RFP. Interim Town Manager replies, if not, then we will review. TAN CATINGTIT MERTING OR OCTOBER 5, 2021 PAGE2 TOWN MANAGER REPORT Congratulates Acting Fire Chief Scott Wiley... Reports a couple unforeseen problems on the Revere St. Project which is being worked on water. CBD-Both Interim Town Manager and DPW Director Steve Call reports that after a meeting with the Designer and explains that the water and sewer main will be covered by the ARPA’s money. Revere St. TIP project is going to be starting soon. The town has been notified by the DOT that we must send out notices to people’s property that we might have temporary/permanent easements on, 7 are temporary, the Winthrop Housing is permanent. We must compensate for the payment of these easements to the homeowners... homeowners can gift their easement and a form will be generated but we must pay legal costs...etc... There is a substantial cost. We will also have appraisals to process. We will have to come back to the Town Council for funding. Town Manager RFP has been submitted to the Procurement officer will be advertised and bids will be expected. DPW Surplus Vehicles-6 have been processed, we are still waiting for others. October 22, 2021, Frankie Fabian Way behind the High School will be dedicated. Green way grant has been researched and the Barr foundation will cover our match. Confident that this grant will not cost Winthrop any tax paying dollars. Two People have submitted bids on the Middle School which are being reviewed Fall Fair Craft Show on October 9, 2021 Covid Update-Please see Town Website for all up to date information Comments on Ferry, the DOT has made clear for us not to relay on them, they want to see how it works without their funding. TM has conversed with the DOT and they want a week by week and month by month cost analysis. School department has relied on so many grants for their balanced budget; it is not a good procedures to continue this. Public Safety Building is something that has always been on his plate for thinking about this building. Councilor Flockhart thanks DPW Director for the paving of the roads. Councilor Ruggiero clears up the two projects at the beginning of Short beach. The TIP project includes all the road_& sidewalk work. Unfortunately, both major construction projects are going on at the same time. DPW Director gives an update on work being done. (Please see Departmental Page of our Website) Councilor Ferrino comments on the process in the parking lot of surplused vehicles. TOWN COUNCIL MEETING OF OCTOBER 5, 2021 PAGE 3 He asked about the RFP on the E.B. Newton DPW Director Calla reports RFP bids are next step. Councilor Letterie asks that a review be done and citations be issued for all involved with the tragedy that happened to our town in June. Asks about the Revere St. TIP project and hopes this does not involve too much traffic with the Fort Banks Scholl road, which is already impacted. Comments on the grants and schools...he thinks more of Title 1 Grants which help the schools, he feels the verbiage caused confusion and would like to clear this up on the Public Comment of Robert Carroll. Councilor Christopher reflects on a walk thru in the CBD of the planting that will take place, would like to know expectations if any of the plantings are to change from original and what the time line is. Interim Town Manager has asked the DPW Director to return to the Architects and ask. Questions will be: is there a cost change? are there better ideas? He does not want to just say yes if an increase cost is involved. If there are major changes, it would have to come back to the Council. Will plantings happen in the spring? Yes. The most common fee was $25. Our current fees go by the radius of the abutters that need to be notified — ranging from $10 for 100 feet to $60 for 500 feet, Approximately 95%t+ of the abutters lists we do here are 100 feet, and the small remainder are comprised of 150 foot lists at $25. I recommend we switch to a flat rate of $25 for any abutters list. This would allow us to make a considerable amount more, while keeping the prices reasonable and on par with surrounding communities, Please let me know if any there are any questions or if more information is required.
