November 15, 2021 
Chair Carroll called the meeting to order at 7:07 p.m.

Approval of September 20 th meeting minutes 
Motion to approve minutes with no changes: Chris Boyce. Seconded by Julia Wallerce. Kimberley Hirsch
abstained. 
Greenhouse Gas Memo 
As an addition to the MAPC Resilient Zoning grant, MAPC drafted a memo identifying greenhouse gas
(GHG) emission reduction strategies that can potentially be adopted by Winthrop. These strategies are
categorized by the level of difficulty required for implementation. The final goal is to choose 3-4
strategies to lower greenhouse gases and eventually put each strategy into practice. 
The Planning Board reviewed all 14 suggested strategies. The Planning Board provided feedback,
questions, or requested more information on each policy. The Planning Board also eliminated certain
strategies they felt would not be suitable for Winthrop. The Town Planner will return the comments and
discussion notes back to MAPC. MAPC will update the memo and a second discussion will be required to
select specific strategies. The Planner will distribute the memo once the update is received. 
Signage Ordinance 
The Town Council has requested a review of the Town signage ordinances. However not enough
information regarding the request was received. The Planner will request more information. 
Other Updates 
The Planning Board chair made a request to Town Council for a zoning diagnostic. Grant options will be
explored by the Planner.

A motion to adjourn was made by Gina DiMento at 8:58. Seconded by Sarah Jane Fourness. All voted in
favor.
