Chairwoman Chavis called the meeting to order at 4:05 PM

Voted on a motion by Terence Delehanty, seconded by Dylan Cook to enter Executive Session pursuant to M.G.L. c. 30A,

§ 21(a)(1) to discuss complaints or charges brought against a public officer, employee, staff member or individual. The
motion passed 4-0.

The Board reconvened in regular session at 4:16PM.

counsel, Michael Sacco, presented the Board with no new information and it was a unanimous vote to continue with his
retirement. The matter is now closed.

Chairwoman Chavis moved the vote to approve the meeting minutes from December 17, 2024, meeting until Board
member Rogers entered the meeting.

Voted on a motion by Terence Delehanty, seconded by Dennis Boudrow, to approve the meeting minutes from February 25,
2025, meeting. The motion passed 4-0,

Voted on a motion by Terence Delehanty, seconded by Dennis Boudrow, to approve the executive session minutes from
February 25, 2025. The motion passed 4-0.

Voted on a motion by Terence Delehanty, seconded by Dennis Boudrow, to approve the Eastern Bank Statement and
Reconciliation for February 2025 in the amount of $1,816,390.83. The motion passed 4-0.

Voted on a motion by Terence Delehanty, seconded by Dennis Boudrow, to approve the supplementary warrant dated
March 3, 2025, in the net amount of zero. The motion passed 4-0,

Voted on a motion by Dennis Boudrow, seconded by Terence Delehanty, to approve the Retirement System Warrant
(Payroll, Accounts Payable, Investment transfers) for March 31, 2025, in the amount of $681 ,854.67. The motion
passed 4-0.

Voted on a motion by Terence Delehanty, seconded by Dennis Boudrow, to approve the acceptance of Hugo Pelico,
effective March 17, 2025, at 9% + 2%, $42,088.13. Hugo is a Laborer for the DPW. The motion passed 4-0.

Voted on a motion by Dennis Boudrow, seconded by Terence Delehanty, to approve the transfer of Lauren Capasso’s total
accumulated deductions effective March 31, 2025, to the Mass Teachers Retirement System. Dates of service: 9/03/2019-
6/30/2021. Winthrop’s 3(8)(c) liability is 1.9167 years. The motion passed 4-0.

Voted on a motion by Dennis Boudrow, seconded by Terence Delehanty, to approve the transfer of Elizabeth Donovan’s
total accumulated deductions effective March 31, 2025, to the Mass Teachers Retirement System. Dates of service:
9/02/20 14-9/28/2022 Winthrop’s 3(8)(c) liability is 8.0000 years. The motion passed 4-0.

Voted on a motion by Terence Delehanty, seconded by Dennis Boudrow, to approve the transfer of Sophia Grayson’s total
accumulated deductions effective March 31, 2025, to the Mass Teachers Retirement System. Dates of service: 9/ 16/2020-
6/30/2021. Winthrop’s 3(8)(c) liability is 0.9167 years. The motion passed 4-0.

Voted on a motion by Dennis Boudrow, seconded by Terence Delehanty, to approve the transfer of Taylor St. Jean’s total
accumulated deductions effective March 3 1, 2025, to the Mass Teachers Retirement System. Dates of service: 1/30/2021-
6/30/2022. Winthrop’s 3(8)(c) liability is 1.5833 years. The motion passed 4-0

Voted on a motion by Dennis Boudrow, seconded by Terence Delehanty, to approve the refund of Nancy Banfield’s total
accumulated deductions effective March 31, 2025. Nancy was a physical therapist for Winthrop Schools. Dates of service
10/03/2022-6/12/2024. The motion passed 4-0,

Voted on a motion by Dennis Boudrow, seconded by Terence Delehanty, to approve the refund of Sarah Theriault total
accumulated deductions effective March 31, 2025. Sarah was an athletic trainer for Winthrop Schools. Dates of service
08/20/2016-02/21/2018.

The motion passed 4-0.

Voted on a motion by Dennis Boudrow, seconded by Terence Delehanty, to approve the refund of Amanda Siegel total
accumulated deductions effective March 3 1, 2025. Amanda was an ESP for Winthrop Schools. Dates of service
8/29/2023-6/30/2024. The motion passed 4-0.

New Business

Administrators Announcements:
Superannuation Option C Pop Up retiree Norma Gobiel passed away on March 8, 2025,

Group Insurance Commission (GIC) open enrollment is being held from April 2, 2025-May 1, 2025(effective July 1, 2025).
MACRS Annual Conference is scheduled for June 1-June 4" at the Emerald Resort in Hyannis
The next meeting is tentatively scheduled for April 29, 2025, at 4:00 PM

**Voted on a motion by Dennis Boudrow, seconded by Stephen Rogers to approve the meeting minutes from
December 17, 2024. The motion passed 3-0 with Dylan Cook and Terence Delahanty abstaining.

Voted on a motion by Dylan Cook, seconded by Terence Delahanty to adjourn at 4:24PM. The motion passed 5-0.
