The Retirement Coordinator called the roll: Karin Chavis — Present Dylan Cook — Present Stephen Rogers - Present Dennis Boudrow — Present Terence Delehanty - Not Present Voted on a motion by Dennis Boudrow, seconded by Dylan Cook to approve the meeting minutes from March 18, 2025 meeting. The motion passed 4-0. > Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the executive session minutes from March 18, 2025. The motion passed 3-0 with Stephen Rogers abstaining. Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the Eastern Bank Statement and Reconciliation for March 2025 in the amount of $1,297,412.14. The motion passed unanimously, Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve the Retirement System Warrant (Payroll, Accounts Payable, Investment transfers) for April 30, 2025 in the amount of $543,704.29. The motion passed unanimously. No transfer of funds were needed, effective May 1, 2025, from PRIM to Eastern Bank to cover payroll and accounts payable for May 2025. Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the acceptance of Edlyn Dos Santos, effective March 31, 2025, at 9% + 2%, $42,088.13. Edlyn is a Laborer for the DPW. The motion passed 4-0. Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the acceptance of Justin Shaponick, effective April 8, 2025, at 9% + 2%, $9.1 56.80, pro-rated. Justin is a custodian with Winthrop Schools. The motion passed 4-0, Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the acceptance of Alana Locke, effective April 22, 2025, at 9% + 2%, $39,000.00. Alana is a Library Assistant for Winthrop Library. The motion passed 4-0. Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve Joan Pena’s request to buyback his reserve employment with Winthrop Police prior to entering the Winthrop Retirement System as a full-time police officer on December 15, 2024. Once payment is received in full, he shall be awarded 3 years and 10 months of creditable service. Payment options are available, and interest will accrue on the unpaid balance. The motion passed 4-0. Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve Lori Uminski’s request to buyback the time she was employed by the Town prior to entering the Winthrop Retirement System: 9/17/2019-4/] 1/2021, 11 months of service. Her service time is as follows: Year #of hours worked/creditable service Salary 2019 287.00 (1 month creditable service) $5.898.96 2020 1,152.50 (7 months creditable service) $24,716.01 2021 459.00 (3 months creditable service) $9,434.20 Payment options are available, and interest will accrue on the unpaid balance. The motion passed unanimously. Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve Lori Uminski’s request to buyback the time she was employed by the City of Chelsea. Lori was employed from 9/19/1994 to 6/16/2000 and took a refund of her deductions on 4/30/2001. Her creditable service time in Chelsea was 5.6667 years. Payment options are available, and the interest will accrue on the unpaid balance. The motion passed unanimously. Jennifer was an ESP for Winthrop Schools. Dates of service 9/1/2010- 9/3/2012. The motion passed unanimously. Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the refund of Jean DeAngelis’ total accumulated deductions effective April 30, 2025. Jean was a secretary for Winthrop Schools. Dates of service 2/2/2000- 6/1/2001. The motion passed unanimously. Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the refund of Joseph Kovacey’s total accumulated deductions effective April 30, 2025. Joseph was employed by the DPW. Dates of service 2/28/2022- 12/21/2022. The motion passed unanimously. Voted on a motion by Dylan Cook, seconded by Dennis Boudrow, to approve the refund of Joseph Clemens’ total accumulated deductions effective April 30, 2025. Joseph was employed by the DPW. Dates of service 10/2/2023- 1/27/2025. The motion passed unanimously. Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve 1.5000 months of creditable service that the Winthrop Retirement Board will accept upon full payment by Eleanor Lundy to the Weymouth Retirement Board. Eleanor had taken a full refund of her accumulated deductions. She worked for the school department from 7/21/2014-1/22/2016. The motion passed 4-0. Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve any Board member and the Retirement Coordinator to attend the MACRS Spring Seminar and Conference at the Emerald Resort & Conference Center in Hyannis, June Ist-June 4". The motion passed 4-0. Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the 2024 Annual Statement of the Winthrop Retirement Board — emailed to Board members on April 14, 2025. The motion passed unanimously.
