Winthrop Board of Health Meeting
Meeting Minutes for June 10, 2025
Harvey Hearing Room, Town Hall
Meeting called to order at 3:30 PM
Members Present: Chair Christine Reilly, Jeanne Maggio, Mary Lou Cooney
Minutes from the Board of Health meeting of April 8, 2025, were read and unanimously
approved.
Director of Public Health and Clinical Services Update: [via email] See email attached.
Commissioner of Inspectional Services Update: [via email] See email attached.
Review of current tobacco/nicotine regulations:
During the April 8, 2005, meeting, Bonny Carroll, Director of Tobacco Control,
Somerville, Massachusetts, and Director, Six City Tobacco Initiative, spoke about the
Nicotine Free Generation. Chair noted that the Town did not have a meeting, but
Massachusetts might consider this, which will free towns from having to consider it.
Board agreed that pushback would be from businesses and the public and will be
contentious. The Board will need a public meeting, as there should not be a decision
the Board should make. Is this something the Town Council should initiate? Will not
pursue Nicotine Free Generation but will review tobacco/nicotine regulations (last
regulations were 6/15/24). The Board needs legal guidance if it wants to include
nicotine pouches, which do not include tobacco.
Review of recycling questions:
New Business: Application for a Body Practitioner Permit was made by James Mustin.
 Mr. Mustin ’ s CPR certification must be updated in June, and his CORI must be
updated when his application goes through.
 Mr. Justin Kopek spoke on Mr. Mustin ’ s behalf, as Mr. Kopek is the local
business owner that wants to hire him for his tattoo shop, which will be called
“ Mustin and Justin ” .
 A motion was made, and the Board approved the application. This must be
followed up with Sharon from Inspectional Services.
Proposed agenda items for the next meeting were discussed:
 Tobacco regulations/Town website
 Mosquitoes: Who pays for mosquito spraying? Who is the Town employee in
charge of mosquito control?

 Food containers: The Board discussed plastic bags, black plastic, and clamshell
packaging. It was noted that black plastic cannot be read by recycling
equipment. The Board can speak to any business using black plastic (waivers
had previously been requested for six months).
Next meeting: Tuesday, September 9, 2025.
Adjournment at 4:17; approved unanimously.
Respectfully submitted,
Christine Reilly, Chair

Subject: RE: BOH Agenda for June 10, 2025
Hello:
I just wanted to give a quick update as to what ISD is doing regarding the Health side of
things:
Restaurant inspections are starting. We have a new food truck in town which is doing
great. They are renovating the inside of the restaurant once that’ s done, the food truck
will relocate. Bellino’ s expanded to another place next door which is doing
great. Ferrante’s is closed. The Farmer’ s Market is scheduled to start this
weekend! It will run every weekend until September.
We had a problem property meeting a few weeks back. We are working with the
various departments to continue working on problem properties, citations and violations.
Beach Testing is starting this Wednesday.
