Meeting minutes for December 17, 2025
Chair called the meeting to order at 6:00PM

Public Hearing (continued from December 3, 2025): Wine and Malt with Cordials License for Italian
Bake Shop Caffe Inc. 
Both owners of the business, Marco Steffanelli, Manager and Fortunato Conte, were in attendance and
answered various questions from members of the board. Their plan is to supplement their offerings with
cocktails and cordials to enhance their food offerings . Both owners are experienced in liquor service as they
operate a full-service restaurant in Peabody, MA.
Both are familiar with TIP Certification and understand their responsibilities as it pertains to ensure staff are
Tip Certified. Their plan is to extend their hours to 10:00PM on Friday, Saturday and Sunday.
There was no public in attendance for this hearing.
Motion to approve by Kurt Millar, Seconded by R.O ’ Neil, Board approval was unanimous . 
Old Business : The board reviewed, approved and signed 3 Liquor License Renewals, 2 Innholder License
Renewals, 3 Used Car license renewals, 1 Christmas Tree Permit , and 17 Common Victualer License
renewals. 
Public Comment : None, there were no members of the public present . 
The Chair congratulated Kurt Millar on his election to the Winthrop Town Council. The Board of License thanks
him for his dedicated service to the board, he has been an outstanding member and we will miss him .
