Winthrop Contributory Retirement System Board Meeting
Location: Meeting was held remote only, using Zoom Software
Minutes from the meeting held on January 27, 2026, 4:00 PM
Present Were: Karin Chavis Dylan Cook Dennis Boudrow Steven Rogers
Not Present: Terence Delehanty

Chairwoman Chavis called the meeting to order at 4:00 PM. The Retirement Coordinator called the roll:

All votes were taken via roll call.

Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the meeting minutes from the December 16,
2025, meeting. The motion passed 4-0.

Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the Eastern Bank Statement and Reconciliation
for December 2025 in the amount of $2,544,949.55. The motion passed 4-0.

Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the Retirement System Warrant (Payroll,
Accounts Payable, Investment transfers) for January 2026 in the amount of $545,203.59. The motion passed 4-0.

Retirement Coordinator, Barbara O’Brien, confirmed that it was not necessary to transfer funds, effective F ebruary 2, 2026,
from PRIM to Eastern Bank to cover payroll and accounts payable for February 2026. No action was taken by the Board.

Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the Trial Balance, Cash Receipts, Cash
Disbursements, General Ledger, and Adjustments for November 2025. The motion passed 4-0.

Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the acceptance of Derek Curley, effective
January 5, 2026 at 9% + 2%, $38,220.00. Derek is an ABA Tech for the Winthrop Public Schools. The motion passed 4-0.

Voted on a motion by Dennis Boudrow, seconded by Dylan Cook, to approve the acceptance of Cara Ripley, effective January
12, 2026 at 9% + 2%, $21,251.00. Cara is an ESP for the Winthrop Public Schools. The motion passed 4-0.

COLA base increase discussion — tabled until the next Retirement Board meeting

PERAC audit for the period January 1, 2020-December 31, 2023; Auditors on-site from November 10, 2025-December 11,
2025.

2025 3(8)(c) bills were mailed on January 7, 2026.

2025 1099R’s were mailed on January 14, 2026.

Superannuation Option A retiree, Lucille Limone, passed away on January 13, 2026.

Next meeting is scheduled for February 24, 2026 at 4:00 PM in the Harvey Hearing Room.
