Summary)
Committee Members present: Marty Finn, Paul Riordan, Suzanne Swope (Chair)
Attendees Present: Steve Calla, Department Head of DPW, Stephen Calandra, Fire
Chief. Meredith Hurley (on-line)
Handouts: Mission and Vision of the Heath, Safety and Public Works Committee
Meeting Agenda
 This Committee is charged with oversight of the departments supervised by the
Town Manager---
 Overbuilding is a fire safety and medical risk. Threat of 3A and ADU ’ s are
concerns. Traffic congestion as well as access to Winthrop are major risks when
the flood gates are closed.
 TSAC — recommending more one-way street or restrict parking to one side of
street.
o Fire department could identify the current streets at risk for fire truck
access.
 Staffing — contracting out is a financially breakeven proposition but it may Impact
timing of completing projects. Emergency situations are impacted by lack of staff.
 Since Chapter 90 money depends on the amount of roadways, smaller towns
receive less funding, even though the work may be the same.
 Personal shortages are often due to our location. WMRA and Mass Port can pay
more, so often we become a training ground for those who leave later for higher
pay. Contract now addresses this issue.
Next Steps:
 Town Council should put their strategic priorities in writing and identify recent
Trends
 Publish high level metrics for each department and the Town Manager
 Develop top three strategic risks with metrics that this Committee should monitor
 More data needs to be collected on why people leave.
