May 27, 2026. 4:30-5:45 Harvey Hearing Room
Attendees: Suzanne Swope, Chair
Paul Riordan, Vice Chair
Marty Finn, Member
Anthony Marino, Town Manager
This meeting focused on discussing the alignment of Winthrop's
administrative staff on multi-year, interdepartmental planning to strengthen
shared risk management. The conversation centered around infrastructure
challenges, particularly water main replacements and pavement planning,
with Tony Marino explaining how the town coordinates road work with
utility replacements and leads line installations to avoid repeated digging.
The committee discussed the high cost of water main replacements, with
Winthrop Street project estimated at $4 million, and explored ways to
better align private development with public infrastructure needs. Key
topics included the town's approach to managing tree-related sidewalk
issues, the implementation of digital water meter readers to monitor usage
and detect leaks, and challenges with staffing levels in the public works
department. The discussion also covered coordination with surrounding
communities on shared services like dispatch centers and the need for
better communication about department activities and budget justifications
to residents.
