Town Council Motion
MOTION BY RULES AND ORDINANCE
I move that the Winthrop Town Council requests the Town Manager to seek proposals and funding
opportunities for a comprehensive parking & traffic study of the Town of Winthrop and to report back
to the Council with recommendations for implementation.
Whereas:
•Parking availability is a significant concern for residents, businesses, visitors, and municipal
operations throughout the Town of Winthrop;
•Existing parking conditions may affect neighborhood quality of life, public safety, economic activity,
and access to public facilities and services;
•Seasonal fluctuations, residential growth, transportation trends, and changing community needs
warrant a current evaluation of parking resources and demand;
•A professional parking study would provide data-driven analysis and recommendations to assist the
Town in making informed policy decisions;
Therefore, Be It Resolved:
That the Winthrop Town Council
requests that the Town Manager:
1.Solicit proposals from qualified
transportation and parking
consultants to conduct a
comprehensive town-wide parking
& traffic study;
2.Evaluate parking inventory,
enforcement practices, residential
parking conditions, business district
parking demand, beach and
seasonal parking impacts, and
opportunities for improved
management;
3.Identify short-term and long-term
strategies to improve parking
availability, efficiency, accessibility,
and enforcement;
4. Identify the feasibility of adding a
commercial plate parking policy in
residential parking areas.
