According to "Priority #5" of Section IIA ("Program Narrative, Justice Assistance Grant Priorities and Programs") found on the page marked 32 of the Commonwealth of Massachusetts Executive Office of Public Safety and Security Edward J. Byrne Memorial Justice Assistance Grant Federal Fiscal Year 2016 Application, obtained via OJP FOIA No. 17-00201 and attached here:

"EOPSS received 105 applications requesting over $2.5 million. EOPSS awarded $1,800,000 in JAG pass-through funding to sixty-eight local police departments. The equipment purchases included livescans, palm print scans, mobile data terminals, portable radios, camcorders, body cameras, and other law enforcement technology improvements."

I am requesting these 105 applications, and in particular any and all information on the pass-through funding successfully awarded to the "sixty-eight local police departments", including the identity of these police departments, the specific itemized requests, and any information received back from these departments regarding the disposition of the awarded funds.

I also request that, if appropriate, fees be waived as we believe this request is in the public interest, as suggested but not stipulated by the recommendations of the Massachusetts Supervisor of Public Records. The requested documents will be made available to the general public free of charge as part of the public information service at MuckRock.com, processed by a representative of the news media/press and is made in the process of news gathering and not for commercial usage.

In the event that there are fees, I would be grateful if you would inform me of the total charges in advance of fulfilling my request. I would prefer the request filled electronically, by e-mail attachment if available or CD-ROM if not.

Thank you in advance for your anticipated cooperation in this matter. I look forward to receiving your response to this request within 10 business days, as the statute requires.

Could I get a cost estimate of redaction of only the successful applications (instead of all 105)? Thank you.

    To Whom It May Concern:

I wanted to follow up on the following Freedom of Information request, copied below, and originally submitted on June 20, 2017. Please let me know when I can expect to receive a response, or if further clarification is needed.

Thanks for your help, and let me know if further clarification is needed.

    ---

    On June 20, 2017:

    To Whom It May Concern:

Pursuant to the Massachusetts Public Records Law, M.G.L. c.66, §10, I hereby request the following records:

Applications for FY 2016 pass-through funding and awarded grants from the Department of Justice's Edward Byrne Justice Assistance Grant program (Byrne JAG) program from the Executive Office of Public Safety and Security of the State of Massachusetts to local police departments for "Smart Policing, Technology, and Equpment".

I expect the request to be filled in an accessible format, including for screen readers, which provide text-to-speech for persons unable to read print. Files that are not accessible to screen readers include, for example, .pdf image files as well as physical documents.

    Sincerely,

    [removed]
